Description
NOTE: The Contract Specialist for this project, Christine Anderson, will be out of the office during the period of 14-25 August 2006. Please direct questions prior to that period. A site survey will be conducted on 8 August 2006 at 9:00am at the Naval Special Warfare Development Group, 1636 Regulus Avenue, Virginia 23461-2299. Visit requests must be forwarded to canderson@nswdg.navy.mil with a copy to dwinfield@nswdg.navy.mil. Visit request information must include name, agency name, social security number, date of birth, place of birth and make/model of vehicle. Visit requests must be received by August 7, 2006 no later than 12:00pm Eastern Standard Time (EST). Site survey must be attended in order to propose on project. Questions will also be answered at this time. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Special Warfare Development Group (NSWDG) has a requirement for the below equipment. The solicitation number is H92244-06-R-0096 and is issued as a request for proposal (RFP). A Firm Fixed Price (FFP) contract is contemplated with fixed unit prices. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-11 effective 5 July 2006. This procurement is full and open competition and the associated NAICS code is 561621. Section B Schedule of Supplies/Services CLIN 0001 Material 1 lot CLIN 0002 Installation Services 1 lot CLIN 0003 Programming Services 1 lot Section C Statement of Work START DATE: Date of Award COMPLETION DATE: Thirty Days After Date of Award TITLE: System Mission Support Facility, Q-251 PLACE OF PERFORMANCE: Naval Special Warfare Development Group, Dam Neck Naval Base, Virginia Beach, Virginia 1.0 DESCRIPTION OF WORK: 1.1 General Requirements: The Installation Contractor (IC) shall design, procure, and install an Integrated Security Management System (ISMS) at System Mission Support Facility Dam Neck, VA that will satisfy the following security requirements: 1.1.1 Installation of intrusion detection sensors within the selected secure areas: 1.1.2 Installation of access control devices at selected access control points; 1.1.3 Implementation of event driven Closed circuit television (CCTV) coverage of critical area; 1.1.4 Central Monitoring Station configuration for access control and intrusion detection event reporting 1.2 Site Survey: The IC shall conduct a site survey of the System Mission Support Facility, Dam Neck, VA to gather site-specific data required to develop an Installation Design Package (IDP). The purpose of the survey is for the contractor to become familiar with the site and to discover any areas not adequately addressed within this statement of work. The Site Survey is intended to be a fact-finding task. The contractor shall hold an in-brief with the site Security Manager, Naval Special Warfare Development Group and any other pertinent persons involved with this project. The contractor shall outline the goals of the site survey and shall discuss all project particulars to ensure clarity or project requirements. 1.3 Site Survey Report: Upon completion of the site survey, the contractor shall prepare a survey report that identifies any areas that may affect the overall schedule or cost of the project. The report shall contain a Concept of Operation and a basic Systems Block Diagram of the proposed ISMS. The report shall contain recommended resolutions of identified problem areas. A clear identification of site responsibilities shall be included. 2.0 MAJOR EQUIPMENT: 2.1 ACCESS CONTROL SYSTEM COMPONENTS 2.1.1 Card Readers with Keypads 2.1.2 Balance Magnetic Switches 2.1.3 Secure Keypad 2.1.4 Motion Detectors 2.1.5 Close Circuit Television Cameras and Monitors 2.1.6 Sentrol Balanced Magnetic Switches 2.1.7 Digital Keyboard with LCD for Allegiant and System 4 2.1.8 40? LCD Console Post 1 2.1.9 Digital Video Recorder (DVR) 2.1.10 Communication Backbone 3.0 SALIENT CHARACTERISTICS 3.1.1 This section contains the salient characteristics of major equipment required for the ISMS. Ancillary equipment necessary to make the ISMS complete and usable is not listed in this section. The IC must include in the quote, all ancillary equipment required to make the ISMS complete and usable. For this project, the IC is expected to integrate and configure new security devices for the System Mission Support Facility into the existing security system. The IC shall inspect existing components using the below characteristics as a basis and procure a new workstation for the system administrator. 3.1.2 Software Configuration: The ISMS software must incorporate alarm monitoring, access control, and shall support map design. 3.1.3 System Features: 3.1.3.1 Intelligent System Controller Panels for distribution database Global Mask/Unmask Support RS-232/RS-484 multi-drop, Ethernet TCP/IP or dial-up communications 3.1.3.2 Grade B, A and AA Line Supervision 3.1.3.3 UL 1076/UL 294 Listed (for all ISMS equipment) 3.1.3.4 Programmable supervised and unsupervised contacts 3.1.3.5 Dedicated Tamper and Power failures status 3.1.3.6 Door contact supervision 3.1.3.7 255 Holidays/255 time zones programmable 3.1.3.8 The system must be expandable to at least twice the capacity of its base system configuration 3.1.3.9 The IC must address expansion capabilities of the system within the site survey 3.1.4 Entry Card Readers: Card readers installed at entry doors shall be the HID 6130 iClass proximity Smart Card Reader or equivalent. The critical salient characteristics for entry card readers are: 3.1.4.1 Multi-technology 13.56 MHz interface that meets ISO 14443A, 14443B2 and 15693standards 3.1.4.2 Ability to read 32 bit MIFARE serial numbers 3.1.4.3 Wiegand output 3.1.4.4 SEIWG 12 format compliant 3.1.4.5 Tamper circuitry 3.1.5 Enrollment Card Reader: The enrollment card reader/writer shall be the HID 621-iClass Smart Card Enrollment Reader/Writer or equivalent. The critical salient characteristics for entry card readers are: 3.1.5.1 Bi-Directional RS-232 3.1.5.2 Provides standard Weigand output 3.1.6 iClass Smart Card. The access control cards shall be the HID I Class 15kbits proximity card or equivalent. The card must meet ISO 14443A, 14443B2 and 15693 standards. 3.1.7 Electric Door Strike. The electric door strikes installed on entry doors shall be the HES 5000 series or equivalent. (Government supplied) 3.1.8 Request to Exit. The request to exit devices installed for this project shall be the Detection Systems DS160 high performance request-to-exit sensor or equivalent. 3.1.9 Interior Passive Infrared (PIR) Sensors. PIRs to be installed within interior rooms shall be the Sentrol AP669 Ceiling Mount PIR with Dual Optic Technology or equivalent. The Critical salient characteristics for this PIR are: 3.1.9.1 360 degrees coverage out to 60? 3.1.9.2 Eighteen (18) full curtains that provide detection over the mounting range of 8?-16? 3.1.9.3 Two (2) 180 mirror segments that provide 180 independent fields of view 3.10 Balanced Magnetic Switches (BMS). The BMS to be installed on doors shall be The Sentrol 2700 series high security BMS or equivalent. The critical salient characteristics for this BMS are: 3.10.1 Triple-biased reeds to eliminate defeat by external magnet 3.10.2 Magnetic field tamper 3.10.3 Factory compensation for effects of steel 3.11 CCTV Cameras. The CCTV cameras installed for this project shall be the Bosch 150- CRV3A fixed camera or equivalent. 3.12 Communications Backbone. The ISMS will utilize a fiber optic network as its communications backbone. The IC will assess the feasibility of using fiber for data and video transfer during the site survey and make recommendations if an alternative communication mode is necessary. 4.0 GENERAL INSTALLATION REQUIREMENTS 4.1 All Access Control and Intrusion Detection System equipment and enclosures with removable covers shall be equipped with tamper detection devices. Wires passing through junction boxes with no terminations will have line supervision. All junction boxes with end of line terminations will be tamper protected. 4.2 All equipment enclosures shall be locked and secure from casual tampering 4.3 Electronic equipment shall be mounted in cabinets, consoles, enclosures, or racks for protection and to conceal wiring and connections. A very few cables above drop ceilings will be ran free air, but will have line supervision. These cables will be approved prior to installation. 4.4 All equipment, tools, ladders, lifts, power cords, etc., required to complete the installation shall be provided by IC personnel. 4.5 The IC personnel shall comply with all applicable documents in Section 12.0 in conjunction and approval of NSWDG MISSION SUPPORT FACILITY SPECIAL SECURITY OFFICER (SSO). 4.6 All cable terminations shall be clearly labeled in accordance with TIA/EIA-606-a and cross-referenced to the as-built drawings. 4.7 All building surfaces, finishes or items disturbed during installation of the IDS shall be returned to pre-installation condition. 4.8 The IC shall comply with all applicable documents in Section 12.0 4.9 System Installers shall have a minimum of 5 years experience and possess the manufacturer?s certification for the system to be installed. 5.0 ENGINEERING PRODUCTION SERVICES 5.1 All drawings shall be provided electronically in AUTOCAD 12 (or later format). Information shall be provided in hard copy and digital form. In addition, all equipment manuals and manufacturer warranties and documentation shall be provided to the end user. IC personnel shall provide the following: 5.1.1 Provide Installation Design Package to include: 5.1.1.1 Floor plan indication all device locations 5.1.1.1.1 Equipment Location Plan: The location of all IDS equipment and the quantity of equipment at each location. 5.1.1.1.2 Equipment Arrangements: The specific dimensioned placement of all equipment for the installation. 5.1.1.1.3 Equipment Elevation: The location of equipment in relation to the height with dimensions as necessary to define the configuration. 5.1.2 Riser Diagram indicating all devices, communication wiring and power connections. 5.1.2.1 System Cable/Signal Diagram. In block diagram format show all interconnecting cables between units. Each cable shall be assigned an alpha-numeric descriptor, which defines it origin, destination, type of signal (transmit, receive, control, etc.), and a unique cable number. 5.1.2.2 System Power Distribution Diagrams: The system power/signal flow diagram show all AC and DC power distribution in the same manner as the system signal/cable flow diagram described. 5.1.2.3 Interconnection Wiring Diagram: Show the termination of cables at and/or in each of the system units. This requirement includes the termination for all connectors. The function of each wire shall be clearly labeled. If multi-conductor cables or different colored conductors are used, then the color will be listed on the drawing. 5.1.3 Typical mounting details and conduit routing for system components such as card readers, keypads, BMS, motion detectors, cameras and CCTV monitors. 5.1.4 Equipment list with specification sheets to include all materials, installation materials and all associated hardware components. 5.1.5 Spare parts list 5.1.6 Plan of action and milestones utilizing Microsoft Project 5.1.7 Detailed Project Cost Estimate will be provided. 5.1.8 Installation Work Plan (IWP): The IWP shall discuss the contractor?s approach to fulfilling each task of the Statement of Work 5.2 Installation of PSE components to include: 5.2.1 Verbal weekly status reports to the SSO and Security Personnel. On the spot, verbal status reports as requested from any of the above. 5.3 Final Installation Design Package (As-Built Drawings) to include: 5.3.1 Test and turnover plan and procedures documentation that outlines procedures for testing individual components and the overall systems as well as defined acceptance criteria for the system. 5.3.2 Final Operational Test Report 5.3.3 Final As-Built drawings within 30 days after turnover 5.3.4 System configuration (CD, disk, tape, etc.) 5.3.5 Administration, Operation, and troubleshooting documentation 5.4 Training: 5.4.1 A minimum of one day of system administrator training, including eight (8) manuals for each participant and one copy for the Security Officer. At a minimum, the training shall include configuration of the following: 5.4.1.1 Cardholder/user data 5.4.1.2 Alarm zones 5.4.1.3 Time zones 5.4.1.4 Report generation 5.4.1.5 Alarm masking/acknowledging 5.4.1.6 Minor troubleshooting 5.4.1.7 Other day to day administrative requirements 5.4.2 A minimum of one day of operator training including eight (8) manuals for each participant and one copy for the Security Officer. At a minimum, the training shall include: 5.4.2.1 Alarm masking/acknowledging 5.4.2.2 Report generating 5.4.2.3 Alarm assessment 5.4.2.4 Log/on/off 5.4.2.5 Other day to day monitoring requirements 6.0 DELIVERABLES 6.1 Installation Development Plan (IDP) 6.2 Installed and fully operational PSE system 6.3 Spare parts and container 6.4 Final as-built package 6.5 Operation and Maintenance (O&M) Manuals for individual components of the system or the overall system as provided by the manufacturer(s). 6.6 Test Plan 6.7 Final Test and Turnover documentation for Government acceptance 7.0 COMPLETION AND TURNOVER: 7.1 As-built drawings must be delivered within 30 to 45 days after Government acceptance of the PSE. 7.2 Upon completion of the installation, the IC personnel shall successfully perform a preliminary functional operational test, with a final walk through functional Test performed after all repairs, if any have been completed. Final IDS installation will be approved by the Site Security Manager and the SSO for their areas respectfully prior to turnover. 8.0 MAINTENANCE AND WARRANTY: 8.1 The IC personnel shall provide system maintenance, repair for all installation defects and manufacturer warranty services for the PSE for one (1) year following acceptance by the Government. Administrative, backups, and daily functional operations will be performed by NSWDG MISSION SUPPORT FACILITY tenant personnel. IC personnel will provide telephone and on-hand operational technical support which will include some minimum training as needed. In the event of system failure, contractor shall respond within 4 hours and ensure the system is operational within 48 hours of notification. Repair material will be provided from the Spare Parts equipment and replaced if still under manufacturer warranty. The cost of all other material repair and labor (acts of God, Out Warranty Repair, etc.) will be the responsibility of the NSWDG Mission Facility Tenant Activities. 9.0 RESPONSIBILITIES: 9.0.1 NSWDG ? Mission Support Facility 9.0.2 Provide power to support the PSE equipment as appropriate 9.0.3 The site must accept the PSE in writing 9.1PSE Installation Contractor: 9.1.1 Provide PSE Equipment and Labor Estimate 9.1.2 Design, furnish, install, program and test of all equipment 9.1.3 Provide a plan of action and milestones (POA&M) for the completion of this project 9.1.4 Perform test, checkout and certification of the integrated security system if applicable (activities will obtain SCIF certification as needed) 9.1.5 Provide 1 year maintenance and warranty for equipment and labor as detailed in Section 8.0 Maintenance Year begins at PSE turnover, and manufacturer warranty period at the time the equipment is purchased (or received) by NSWDG MISSION SUPPORT FACILITY personnel. 9.1.6 Provide maintenance period and Section 5.D above. IC personnel shall maintain a detailed log, (to be turned over to the activity) of maintenance and warranty work performed during the 1-year period and will train NSWDG MISSION SUPPORT FACILITY tenant activities Maintenance personnel during each repair and warranty work. 9.1.7 Provide repair and maintenance services and telephone assistance for one year following acceptance ? reference Section 8.0. 9.1.8 Provide as-built drawings within 30 days of system turnover and acceptance. IC personnel shall provide Final As-Built Drawings to NSWDG MISSION SUPPORT FACILITY Site Security Manager and the Final acceptance test for the IDS. 10.0 TRAVEL REQUIREMENTS The government anticipates this contract will be accomplished using local labor or a contractor with a local office and travel and per diem will not be required. 11.0 SECURITY REQUIREMENTS: 11.1 The contractor must meet all security requirements of the associated facility?s security office. Unless otherwise dictated, all contractor employees and subcontractor employees must be U.S. citizens. A list of individuals requiring access to the job site will be provided to Dam Neck Annex, Virginia Beach, Virginia 14 days prior to the start of the installation. In accordance with FAR clause 52.204-2, the contractor shall comply with the security regulations and procedures set forth in the DOD 5220.22-M. If not, contractor personnel whose duties involve the design operation, or maintenance of unclassified IDS require completion of a favorable National Agency Check (NAC) or NAC written inquiries prior to appointment to such non-critical, sensitive positions. Before performing and upon completion of any on-site work, the contractor shall report to the Installation Security Officer of the designated representative. Contractor personnel shall possess appropriate clearance prior to arrive at the site. The contractor shall be responsible for obtaining permission to enter the site to perform the required work. 11.0 APPLICABLE DOCUMENTS: 11.1 The following is a list of reference documents that may be applicable to this statement of work.
