Description
The National Oceanic and Atmospheric Administration has a requirement to provide facilitator services for U. S. Department of Commerce, International Trade Administration, Foreign Commercial Service in accordance with the solicitation and statement of work. The contractor will provide training and facilitation assistance to the Office of Professional Development, the Office of International Operations and the Office of Domestic Operations as requested and coordinated by the Professional Development Office located in Hampton, VA. The contractor must have subject matter expertise in the areas of leadership training, team building, executive level decision-making, change management, and strategic planning. In partnership with the Office of Professional Development, the contractor will define and clarify the leadership and professional develo0pment needs desired by the organization and will work with the organization to articulate its change management objectives and initiatives. The contractor will engage in planning discussions with key professional development leadership and in partnership with them, design and facilitate a variety of interactive sessions with participants identified by the organization. These sessions will employ a combination of workshops, planning discussions, and interactive seminars, as appropriate, to meet the needs of the organization. These sessions will make use of case studies, simulations, small and large group discussions, advance readings and other tools, as needed, to engage participants. The focus of these sessions, as well as the participants, will vary depending upon the needs being addressed, ie., leadership development, and professional development or change management. Leadership development assistance will include facilitation of planning sessions and the design and delivery of interactive workshops and/or seminars focused upon specific core competency areas identified in planning sessions. Professional development assistance will include facilitation of interactive workshops as well as executive coaching assistance designed to assist participants in defining professional growth objectives and skill development needs and in formulating an action plan and strategy to realize those objectives and enhance those skills. Change management assistance will include the facilitation of planning sessions and workshops which incorporate the articulation of values, vision and mission discussions, goal setting, strategy formulation and action/plan/implementation design. The period of performance is September 1, 2006 through August 31, 2007 with an option to extend through December 31, 2007. The contract is expected to be awarded on or about August 10, 2006. The applicable NAICS number is 541618 and the small business size standard is $6 million. This requirement is 100% set aside for Small Business.
