Description
THIS IS A PRESOLICITATION NOTICE.: The U.S. Coast Guard intends to release a Request for Proposal (RFP) with a Performance Work Statement (PWS) to acquire contractor technical support services for the upgrading of existing Medium Frequency (MF)/High Frequency (HF) Digital Selective Calling (DSC) systems installed at various United States Coast Guard installations. Examples of Task order requirements include the up grading of Receivers, Modems and software, system modification, operator and maintenance training, providing new equipment, software modification, system support and repair and system analysis and testing. The DSC system is part of the Global Maritime Distress and Safety System (GMDSS) and is used to monitor distress calls from SOLAS (Safety of Life at Sea) convention ships. The United States as a signatory nation of the SOLAS convention and is required under treaty with the International Maritime Organization (IMO) of the United Nations, to monitor the DSC distress frequencies. This acquisition is to replace and upgrade parts of the DSC system; the receivers and modems. The JRC NRD-210 DSC watch keeping receivers are no longer in production and can no longer be supported. The HAL ARQ-1000/DSC modes are no longer in production and are only available on a special order basis. Additionally, the US Coast Guard plans to upgrade the existing DSC system with the capability to automatically acknowledge DSC test calls. A firm-fixed-price contract will be awarded as a result of this Request for Proposal (RFP) – full and open competition. The period of performance for this acquisition is five years, base year plus four one-year options. The primary place of performance will be at the Contractor’s facilities with frequent visits to the U. S. Coast Guard facilities. The NAICS Cost is 541511.
