- The U.S. Environmental Protection Agency (EPA) intends to award a contract through full and open competition for peer review and workshop, retreat, meeting, and facilitation support for the Human Exposure and Atmospheric Sciences Division (HEASD. It is anticipated that approximately 70 to 80 percent of the effort will be directed toward peer reviews. Peer reviews shall be conducted by nationally and internationally recognized, independent peer reviewers who will provide impartial evaluations of HEASD products. The proposed contract will cover two types of peer review: scientific/technical peer reviews; and, editorial peer reviews. Scientific and technical peer reviews are conducted by individuals having scientific and/or technical expertise in disciplines relevant to the subject matter being reviewed. These types of peer reviews ensure the following: (1) that the most important literature has been reviewed and that the scientific evidence has been stated correctly; and, (2) that current scientific knowledge has been applied properly and synoptically. In addition, scientific/technical review may include evaluating statistical analysis of data and modeling outputs. Editorial peer reviews will be used as follows: (1) to correct punctuation, grammar, and spelling errors; (2) to ensure that all text references are cited and listed correctly; and, (3) to ensure that the correct text format and scientific nomenclature have been used. The contractor will be required to provide support in arranging workshops, meetings, and presentations, including but not limited to the following: (1) arranging for facilities and lodging; developing the registration process and providing materials needed for meetings; providing ID badges; providing skilled facilitators and/or organizational development practitioner(s); taking notes during meetings/workshops for subsequent submission in written form; and, providing debriefings. This effort will provide technical support to HEASD's areas of responsibility encompassing branches of HEASD in Research Triangle Park (RTP), NC, and Las Vegas, NV. Award of a cost-plus-fixed-fee contract is anticipated. The resulting contract is expected to have a base year, and two one-year option periods. The associated NAICS code is 541990, with a size standard of $6,000,000. The solicitation will be available on or about May 20, 2006, with proposals due approximately thirty (30) days after release of the solicitation. The solicitation will be available solely through the EPA's website at http://www.epa.gov/oam/rtp_cmd. Hard copies of the solicitation document will not be available. All future information about this acquisition, including amendments (if any), will also be distributed solely through the EPA's web site.
