- THIS NOTICE CONSTITUTES AMENDMENT NO. 1 TO THE COMBINED SYNOPSIS/RFQ FOR LOAD CELLS. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to amend the evaluation criteria and extend the due date for quotes. Evaluation Criteria is amended as follows: Selection and award shall be made based upon the lowest priced, technically acceptable offer. Technical acceptability will be determined based upon technical and past performance criteria listed below: Technical and Past performance: Bidders must meet technical performance and past performance requirements defined in this solicitation and the attached drawings to be acceptable. Past Performance: Bidders must have designed and built, in-house, more than 500 load cells meeting 1. Electrical Specifications at 25°C, and 2. Mechanical Specifications (Note: Requirements in 2.2-2.4 are waived for past performance, and Requirement 2.8 can be satisfied with 2 bridges for past performance) defined below to be considered acceptable. Bidders must have designed and built, in-house, at least five 200klbf load cells and ten each of at least two of the other load cell capacities in this solicitation that meet 1. Electrical Specifications at 25°C, and 2. Mechanical Specifications (Note: Requirements in 2.2-2.4 are waived for past performance, and Requirement 2.8 can be satisfied with 2 bridges for past performance) defined below to be considered acceptable. Bidders must perform in-house calibration of the load cells to be delivered under this solicitation to the nominal limit of the load cells, or to at least 100klbf to be considered acceptable. In support of technical performance and past performance evaluations, bidders shall deliver photographs and calibration data from load cells they have designed and built that are representative of the load cells to be delivered under this solicitation. Additionally, bidders shall deliver data to support claims made under past performance. The due date for receipt of offers is extended to 9/15/2006 Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on August 25, 2006.
