Description
FORMAL NOTICE OF INITIAL PERFORMANCE DECISION FOR AN A-76 COMPETITIVE SOURCING STUDY. This announcement constitutes a notice of a Performance Decision and completion of a Standard A-76 Competitive Sourcing Study conducted by the Agency for Healthcare Research and Quality (DHHS/AHRQ). The study period was from December 27, 2005, through August 21, 2006, RFP Number AHRQ-06-000033. A cost comparison to determine the feasibility and economy of converting the following services and related functions performed by Government personnel and current contract support to other contract performance was be conducted at the end of the competition. Based upon the results of a Request for Proposal (RFP) conducted under FAR Part 15, the services studied will be retained in house for performance by the Government?s Most Efficient Organization (MEO) resulting from an Agency Tender offer submitted by the Agency Tender Official (ATO). The RFP was issued on an unrestricted basis, under a lowest price, technically acceptable solicitation process. Contract (Letter Of Obligation) Award: Government Most Efficient Organization Contract (Letter Of Obligation) Award Amount: $73,840,312 The scope of the Standard Competition study included 32 Full Time Equivalent positions and 40 Contract Equivalent Man- years (CME) working in Rockville, MD. The functions studied included a comprehensive health communications program, which runs the full range of communications (publishing/public affairs/knowledge transfer), dissemination, and implementation services.. The purpose of the A-76 study was to determine the least costly and most efficient method of operation as prescribed in the Office of Management and Budget (OMB) Circular A-76, "Performance of Commercial Activities", which sets forth the general policy of the Government to achieve economy and enhance productivity. The review was conducted in accordance with OMB Circular A-76 revised May 2003. The Competitive Sourcing Official for HHS is Joe Ellis, Assistant Secretary, Office of the Assistant Secretary for Administration and Management, DHHS. The CSO-designee for AHRQ is Dr. Carolyn Clancy, AHRQ Director. Kathleen Kendrick, Deputy Director, AHRQ is the Agency Tender Official. The AHRQ Contracting Officer is Jacquelyn Carey, jackie.carey@AHRQ.hhs.gov. This synopsis also announces the beginning of the public review process. The public review period will last 30 days from the date this synopsis is published. Directly interested parties with questions relative to this study must contact the Contracting Officer at the email address below. Directly interested parties consists of only the Agency Tender Official and an individual appointed by a majority of directly affected employees as their agent.
