- The Air Force Flight Test Center (AFFTC) 412 Test Wing, Edwards AFB, CA intends to award a follow-on five year Indefinite Delivery Indefinite Quantity (IDIQ) contract with five one-year options for the Air Traffic Control Communications Testing Facility and Avionics Systems Test (ACTFAST) Program to ARINC Engineering Services, LLC, 2551 Riva Road, Annapolis, MD 21401. The required services, maintenance, system enhancements, and modifications to the existing hardware/software require access to ATC workstation software, CNS/ATM Gateway/Router software, and integrated ground stations (both ACARS and VDL Mode 2) that are proprietary to ARINC. Experience with, and access to this proprietary software is necessary to maintain, upgrade, and support data link testing. The VHF Data Link (VDL) ground stations support the VHF ACARS data link communications. The VDL ground stations are connected to either the Test or Live networks, which are proprietary to the contractor. These VDL ground stations interface to the ARINC Central Processing System (CPS) which uses ARINC proprietary interfaces and network to provide DSP end-to-end ACARS communication. A separate, competed acquisition is anticipated to take place for award of those efforts associated with the ACTFAST facility which are not proprietary to the incumbent contractor. This current proposed sole source contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received with fifteen days after date of publication of this synopsis will be considered by the Government. Responses shall be sent via USPS or courier service for receipt at Edwards AFB no later than 16 Oct 2006, addressed to Joanne Eldredge, 412 TW/PKDD, 5 S. Wolfe Avenue, Building 2800, Edwards AFB, CA 93524. Electronic responses of any type are not acceptable due to potential IT disruptions. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government does not intend to pay for any information provided under this notice of contract action (NOCA).
