- The Bureau of Reclamation is issuing this announcement to identify potential certified HUBZone and/or 8(a) Small Business concerns who would be interested in performing construction work at Chiloquin Dam and adjacent lands. Chiloquin Dam is located on the Sprague River while the MPID (Modoc Point Irrigation District) Pumping Plant and Fish Screen will be constructed on the Williamson River. The principal components of work include: (A) SITE CONSTRUCTION 1) diversion and care of Sprague River and controlling water during demolition, 2) removing Chiloquin Dam and appurtenant structures, 3) removing miscellaneous materials and equipment at Chiloquin Dam site, 4) removing fish screen at the Kircher property, 5) clearing, grubbing and stripping topsoil from work areas, 6) constructing a steel sheet pile cofferdam at the pumping plant site on the Williamson River and removing and controlling water during construction, 7) excavating earth materials for construction of pumping plant structures, pipeline, outlet structures and access, 8) placing and compacting backfill for pumping plant service yard, 9) constructing an access road to the pumping plant, 10) placing and compacting backfill in a portion of MPID Main canal, 11) furnishing and placing riprap using geotextile underlayment and coarse gravel protection, 12) furnishing and laying PVC pressure pipe for discharge pipeline and Kircher property water delivery system, 13) excavating, backfilling, and compacting backfill in pipe trenches, 14) furnishing, placing and compacting gravel surfacing on pumping plant service yard and access road, 15) furnishing and erecting chain link fence around pumping plant service yard, 16) furnishing and erecting w-beam guardrail and handrail at the pumping plant, 17) constructing drain system for pumping plant retaining wall and transition structure, 18) placing topsoil and seeding; (B) CONCRETE CONSTRUCTION 1) constructing reinforced cast-in-place concrete for pumping plant substructure, discharge manifold encasements, outlet structure, and utility building foundation; (C) FABRICATED METALWORK 1) furnishing and installing fabricated metalwork including ladders, frames, gratings, covers, and handrail, 2) furnishing and installing ladder and fall protection rail system for pumping plant building, 3) furnishing and installing steel piping; (D) DOORS 1) furnishing and installing steel doors and door hardware for pumping plant building and utility building, 2) furnishing and installing floor access hatches at the pumping plant; (E) FINISHES 1) coating fabricated metalwork, mechanical items, doors and frames, 2) repair painting damaged coatings; (E) SPECIALTIES 1) furnishing and installing fire extinguishers, 2) furnishing and installing wall louvers; (G) EQUIPMENT 1) furnishing and installing trashrack for discharge line outlet structure, 2) furnishing and installing stoplog seats and guides, 3) furnishing and installing fish screens, 4) furnishing and installing adjustable baffles, 5) furnishing and installing vertical turbine pumps, line shaft, column pipe, discharge heads, and miscellaneous components, 6) furnishing and installing vertical induction motors and a vertical inverter rated motor, 7) furnishing and installing valves and equipment; (H) SPECIAL CONSTRUCTION 1) designing, furnishing, and erecting metal building system for pumping plant, 2) furnishing and erecting prefabricated metal utility building, 3) designing, furnishing, and installing smoke alarm system, 4) furnishing and installing water-level measuring devices, 5) furnishing and installing intake (sump) level monitoring system; (I) MECHANICAL 1) furnishing and installing drainage sump pumping unit, 2) furnishing and installing air burst cleaning system, 3) furnishing and installing heating and ventilating system; (J) ELECTRICAL 1) furnishing and installing grounding and bonding, conductors and cables, and electrical conduit, 2) furnishing, and installing conduit system and conductors, 3) furnishing and installing wiring devices, 4) furnishing and installing motor control equipment, 5) furnishing and installing power and controls for exhaust fans, 6) furnishing and installing interior and exterior lighting system. The work has in-water-work periods for the Sprague and Williamson Rivers during the intervals July 1 through December 31, 2007 and July 1, 2008 through December 31, 2008. Completion for the sheetpile cofferdam at MPID will be by December 31, 2007. Chiloquin Dam removal cannot commence until MPID Pumping Plant is tested and completed. All work required to be performed and completed by December 31, 2008 from the date of issuance of the Notice to Proceed. The applicable North American Industry Classification System (NAICS) Code is 237990 and the related small business size standard in millions of dollars is $31M. However, the government reserves the right to change the classification if deemed necessary. The estimated dollar magnitude of this project is anticipated to be between $5 and $10 million. All letters of interest and qualifications shall be submitted in hard copy no later than the close of business on October 6, 2006. It is anticipated that award of the work will occur in March 2007. This procurement will require 100% performance and payment bonds. Interested parties should include the following information in their response: (a) Business name, address, cage code, size classification based on NAICS size standard, socioeconomic classification (i.e. HUBZone), and a point of contact. (b) A copy of the certificate issued by the SBA of your qualifications as a HUBZone small business concern. (c) A positive statement of your intention to submit an offer for this solicitation as a prime contractor. (d) Evidence of your Bonding capacity and (e) Evidence of your experience performing work similar in type and scope to include: contract numbers, project titles, dollar amounts and points of contacts with telephone numbers and past experience of similar type work described above within the past 5 years. In addition, include attachments cataloging the company's equipment assets, personnel resources and financial resources that demonstrate company responsibility and capability to perform required work. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. This procurement is being considered for 100 percent set-aside for HUBZone small business concerns; however, all interested parties are requested to respond. If adequate interest or sufficient supporting documentation is not received from HUBZone concerns, the solicitation may be issued as a small business set-aside or unrestricted basis without further notice or may be canceled. Therefore, replies are requested from all interested parties, regardless of business size or category. All interested parties are encouraged to respond to this notice, by U.S. Mail Service, FedEx, etc. (no electronic mail service will be accepted), on company letter head not later than the close of business on October 6, 2006 to Debra A.
