- Naval Air Warfare Center Weapons Division, China Lake, CA anticipates issuing an Indefinite Delivery Indefinite Quantity contract, with a 5 year ordering period, for updating the current Radio Frequency (RF) subsystem utilized in a government designed signal processing system. The minimum order under the IDIQ contract covers the first article Radio Frequency (RF) subsystem, with authority to order a maximum of 120 plug in components of that subsystem. Information regarding requirements and objectives was provided in a draft solicitation published electronically for information only on 8-18-06. The items were previously referred to as Wideband Receivers, and are now referred to as RF Subsystems. Responses to Questions and Comments related to the draft solicitation will be posted with this synopsis. NOTE: THE REQUEST FOR QUOTATIONS (RFQ) TO BE POSTED PURSUANT TO THIS SYNOPSIS SUPERSCEDES THE DRAFT RFQ AND IS THE ONLY BASIS FOR EVALUATION OF QUOTED PRODUCTS. The ! current RF subsystem technology is a 4 receiver/demodulator channel RF design. The technology update requirement is for current commercial off the shelf (COTS) RF products, requiring little or no modification to operate in the government's system design. The government's objectives in updating this technology are to improve overall system capability and performance, while at the same time reducing the size, weight and power consumption of the RF sub-system. System performance objectives include use of commercial products to improve system performance in the following areas: increase the receiver demodulator processing bandwidth to 24 MHz, increase frequency coverage up to 3,000 MHz, increase tuning speed to 50 usec., improve phase noise performance, reduce size of the RF sub-system components to 5 VME slots, reduce the weight to below 10 lbs., reduce power consumption to below 300 Watts, improve reliability by reducing the number of modules in the sub-system, and pu! t plug in replacement components of the subsystem into the hands of us ers in the field to increase the durability of the subsystem in the field. Quoted COTS products must operate with in the government's current signal processing system with only minor modifications required. The Government reserves the right to determine unilaterally when quoted modifications are more than minor. A standard commercial warranty is required. The government desires a warranty for both parts and labor for a period of at least one year. All units will be delivered FOB destination to China Lake, CA. The minimum order is to be delivered no later than 1 year from award of the order. Any subsequent orders will specify delivery dates in the order. This acquisition is a small business set-aside and will be processed under the Test Program for Commercial Products Procedures established in FAR 13.5. This solicitation is scheduled to be posted on or about 10-6-06; award is anticipated within 30 days after quotes are received. All responsible sources may submit a ! quotation which shall be considered by the agency.
