- NAICS Code: 334516 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation,; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Quotation No. RFQ-NY-02-00014. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-09. The NAISC Code for this solicitation is 334516. The size standard is 500 employees. Please include in the quote package the required provisions, descriptive literature and a schedule of prices for the following items: 0001 - Inductively Coupled Plasma/Atomic Emission Spectrometer (1 each), 0002 - Installation and on-site training. The United States Environmental Protection Agency (EPA) Region 2 laboratory has a requirement for am Inductively Coupled Plasma/Atomic Emission Spectrometer to be used for trace metals analyses. The unit is required to meet or exceed the following technical specifications: (1) capable of the analysis of environmental samples for trace metals and producing data to meet or exceed the EPA Contract Required Quantitation Limits (CRQLs) for the Contract Laboratory Program Multi-Media, Multi-Concentration, Inorganic Analytical Services for Superfund - ILM05.2; (2) capable of simultaneous determination of analyte lines using a Charged Coupled Device (CCD) or a Charged Injection Device (CID) solid state detector; (3) capable of measuring analyte lines with a continuous wavelength coverage from 165 to 775 nanometers; (4) have an axial plasma viewing system which is fully computer controlled and capable of storing all plasma position, generator and gas flow parameters with a method. The method must be able to be automatically restored upon loading; (5) fully programmable, X-Y-Z autosampler compatible with a variety of sample trays and sample sizes; (6) instrument software must be capable of providing total spectra re-processing. Delivery, inspection and acceptance will be at the U.S. EPA, 2890 Woodbridge Ave., Edison, NJ 08837. The EPA intends to issue a purchase order to the responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government, price and other factors considered. The following factors, of equal importance, will be used for evaluation purposes: (1) A list of guaranteed detection limits for the instrument for the metals identified in the EPA Contract Laboratory Program Multi-Media, Multi-Concentration, Inorganic Analytical Services for Superfund - ILM05.2. The instrument detection limits must be based on three times the standard deviation of ten replicate measurements of a blank sample analyzed at a given wavelength; (2) Warranty and service provisions within the warranty period, (e.g. telephonically and on-site response to service calls); (3) terms of on-site training, (e.g., training instructor qualifications, duration) that will be provided with the purchase of the instrument; (4) Price. Offerors must provide sufficient material to permit the Government to determine that the proposed instrument will meet or exceed the technical specifications above. The Federal Acquisition Regulations (FAR) provision at 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition. A completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items must be included with the quote. The following additional FAR clauses cited in Clause 52.212-5 are applicable to the acquisition: 52-222-2 Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.222-19, Child Labor-Cooperation with Authorities and Remedies, 52-225-1, Buy American Act--Balance of Payments Program-Supplies; Payment by Electronic Funds Transfer.
