Description
CANCELLATION NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 1079-618040 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-09. The associated North American Industrial Classification System (NAICS) code for this procurement is 334119 with a small business size standard of 1,000 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit a quote. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on Saturday, September 30, 2006 at 14:00:00 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Arlington, VA 22219 The Department of State requires the following items, EXACT MATCH ONLY, to the following: LI 001, i-Sight software application set up and configuration, 1, EA; LI 002, i-Sight licensing cost and 1 year support services for 25 users, 1, EA; LI 003, IBM Lotus Domino Licenses 2 PROCESSORS To support DUEL processor, 2, EA; For this solicitation, Department of State intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. New equipment ONLY, NO remanufactured products FOB DESTINATION CONUS *The Vendor may not substitute any item listed on this order without prior written approval by the Contracting Officer. *No other individual is authorized, either verbally or in writing to change part numbers, manufacturers, quantities, delivery dates or any other specification of this award. *Items that do not conform to descriptions and part numbers found in Block 17 will be rejected at the time of delivery causing a return at the Vendors expense. *Items received must adhere to the configuration as submitted and approved by the PMA Lab. *Vendors must deliver to the configuration as tested and approved. *Items not in compliance will be returned to the Vendor at no additional cost to the Government and comments will be noted to Vendor Performance. *Random Quality Assurance will be conducted to ensure Vendor/Manufacturer conformance. Department of State use other than full and open competition for the acquisition of [Customer Expressions I-SIGHT case management system]. 2. Nature and/or description of the action being approved. The purchase of I-SIGHT, a state-of-the-art case management system developed by Customer Expressions. 3. A description of the supplies or services required to meet the agency’s needs. · Have a “virtual” case file from cradle to grave, in word format, allowing INV agents to prepare their case related documents and reports. Allow supervisors to track and direct investigative activity. · Import all data from the existing CMS. · Capture all reportable statistics and other community related production criteria, and produce various graphical depictions of this information. · Multiple searches and to search across all documents within the system. · Be secure and have cleared/competent individuals working maintenance within the system for privacy issues whether this is a hosted system, or installed. · Allow for reconfiguration based on needs of the staff, laws, rules, regulations, etc. or changes within the law enforcement community. 4. An identification of the statutory authority permitting other than full and open competition. 41 USC 253(c)(2), FAR 6.302-2, Unusual and compelling urgency. 5. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited (for sole source acquisitions; also required for unusual and compelling urgency where more than one offer will not be solicited). I-SIGHT is the only product that meets all of the business requirements identified by INV. 6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable. The description should include whether a FedBizOps notice was or will be publicized, as required by FAR 5.2, and if not, which exception under FAR 5.202 applies (e.g., blanket waiver provided in DOSAR 605.202-70). 7. A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable. 8. A description of the market survey conducted and the results or a statement of the reasons a market survey was not conducted. 9. Any other facts supporting the use of other than full and open competition. 10. A listing of sources, if any, that expressed, in writing, an interest in the acquisition. 11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.
