- The Natural Resources Conservation Service in Missouri (NRCS) is requesting Standard Form 330(SF-330 Part I and Part II) from qualified Architect-Engineer firms to provide easement boundary survey services to determine and establish boundaries for the Wetland Reserve Program, Grassland Reserve Program, and any other similar programs. This solicitation shall establish multiple blanket purchase agreements which must be reviewed on an annual basis. Competition is restricted to small business. The applicable code from the North American Industry Classification System (NAICS) is 541370 with a revenue size standard of $4.5 million per year or less. This is NOT a request for proposals. No site visit is scheduled. No solicitation will be provided. Personal visits for the purpose of oral presentations of a firm's capabilities in response to this request will not be allowed or scheduled. THE SF-330 IS DUE NO LATER THAN NOVEMBER 2, 2006 BY 10:00 AM (CST). ONLY FIRMS RESPONDING BY THAT TIME WILL BE CONSIDERED FOR EVALUATION. PROJECT DESCRIPTION: The required professional services include corner search and determination, monumentation of recovered and established/re-established corner positions, random traverse and global positioning system (GPS) measurements, measurement and marking of easement boundary lines, notes and calculations, preparation of final plats (as computer aided design (CAD) files and paper copies) and survey notes for recordation, preparation of tract descriptions and other miscellaneous work incidental to the survey profession. The blanket purchase agreements will be divided into five administrative areas of the state as illustrated on the map at the following website: http://www.mo.nrcs.usda.gov/about/areas_map/fosamap.html. Prospective offerers should indicate by transmittal letter and on the SF-330 (Item 1) the administrative areas (1-5) for which they wish to be considered. Firms are encouraged to apply for all areas. The anticipated statement of work can be found at http://www.mo.nrcs.usda.gov/technical/contracts.html. This statement of work is subject to change; however it provides basic information for firms in developing their Standard Form 330 (SF-330) for submission. SELECTION CRITERIA: Firms submitting Standard Form 330 will be evaluated in accordance with Federal Acquisition Regulation 36.602 for Architect-Engineer services. The following factors and significant sub-factors will be considered in the evaluation of the proposal and making the source selection. 1. Past performance on contracts with Government agencies and private industry or individuals in terms of cost control, quality of work and compliance with performance schedules and technical specifications. Past performance on contracts with USDA- Natural Resources Conservation Service (NRCS) on Wetlands Reserve Program or other easement surveys is particularly desirable. 2. Specialized experience and technical competence in the type of work required, particularly in the use Global Positioning Systems (GPS) and Computer Aided Design (CAD) to geographically reference survey data to known control points and produce digital plat maps. 3. Location in the general geographical area of project and knowledge of the locality of the project. 4. Professional qualifications necessary for satisfactory performance of required services. 5. Capacity to accomplish the work in the required time. 6. Equipment adequate to complete the project in the required time. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work MUST submit two copies of Standard Form 330 (Part I and Part II), one copy of the designated professional land surveyor(s) most current Missouri Land Survey License, and CD-ROM or DVD with a sample .dwg file to: Joan Clarkston, Contracting Officer USDA, Natural Resources Conservation Service, 601 Business 70 West Suite 250, Columbia, MO 65203. The SF-330 must provide adequate documentation to evaluate the technical ability of the firm in accordance with the selection criteria listed above. At a minimum, firms MUST have at least one professional land surveyor (project surveyor) with a current Missouri Land Surveyor License assigned to this potential project. For each professional land surveyor listed, one copy of their current Missouri Land Surveyor License must be provided. The Project Surveyor is the Registered Land Surveyor assigned to the contract that will be responsible for corner search and evaluations. The SF-330 must document the level of formal education, number of years licensed, and involvement in professional activities (in addition to mandatory Continuing Education), and organizations of the Project Surveyor and any other professional land surveyor assigned to this project. The party chief(s),surveying crew(s), CAD Technician(s), and any other key support personnel at the Project Office, that will be assigned to this project, shall be listed along with their years of related experience, training or education, and other qualifications (e.g. Licensed Surveyor in Training - LSIT). The SF-330 shall provide relevant examples of projects that emphasize boundary survey projects and section subdivision surveys, including projects completed with Natural Resources Conservation Service and any other federal, state, or local government agency. The SF-330 must indicate the location of the office from which the Project Surveyor and crew will be working, the number of years at that location, and the number of years in business. A list shall be provided of all branch offices to be used for this project (if any). The SF-330 shall include examples of experience in the use and application of GPS equipment, CAD software, and participation in the Corner Monumentation with the Missouri Department of Natural Resources Division of Geology and Land Survey. A list shall be provided of any GPS equipment (including type and quantity) and CAD software (including number of stations) that may be used for this potential project. Lastly, a CD-ROM or DVD shall be provided in a .dwg formatted file, compatible with AutoCAD 2000, of a sample drawing of a rural land plat. The .dwg file must be referenced to the Missouri State Plane Coordinate System, North American Datum 1983, local zone, U.S. Survey Feet and basis of bearing to grid north. The perimeter of the surveyed area must be attributed as a separate and extractable polyline layer or polygon feature component of the drawing for conversion to a geographic information system (GIS).
