The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. JOB DESCRIPTION: See below General Statement of the Purpose of this Contract and Responsibilities of the Contractor The purpose of this Personal Services Contract position is to serve as the Aircraft Maintenance Technician for the Office of Aviation. The incumbent provides aircraft maintenance technical support to the Office of Aviation. SUPERVISORY CONTROLS: The incumbent works under the direct supervision of the INL/A Maintenance Manager. The Maintenance Manager provides general direction in terms of broadly defined aviation policy/missions/functions and contractual procedures. The incumbent independently establishes priorities and work schedules to meet anticipated and unanticipated deadlines and coordinates work with all parties involved in various projects. The incumbent is considered a technical subject matter expert and as such, his/her work is considered technically authoritative and is normally accepted without significant change. A. Description of work Organize and operate the USG-managed aircraft technical publication library, maintenance related technical files and engineering drawings for all aircraft and aircraft maintenance support equipment in the Office of Aviation inventory. Coordinate with the contractor?s technical librarian with regard to those technical publications not maintained by the USG office. Keep all critical publications and Safety of Flight messages effecting aircraft maintenance procedures current and on hand for reference by the Government staff for the purpose of ensuring that the contractor maintenance program is in compliance with FAA, Original Equipment Manufacturer (OEM) and Military standards and requirements. Prepare maintenance reports and assemble related maintenance data and communicate or present via memoranda, letters, maintenance logs, status boards, charts, and graphs for the purpose of providing technical information and contractor performance trends to the Government staff overseeing the contract. Prepare and maintain functional files, suspense control documents and suspense files. Assemble and control documents, review incoming document packages, to include Configuration Control Board documents, for completeness, format and scheduling. Provide information and recommendations to assist the Maintenance Manager and maintenance staff in the execution of aircraft maintenance contract oversight. Extract, analyze and collate maintenance data from detailed technical reports; develop and analyze maintenance summaries; develop charts, tables and graphs of maintenance trends; and determine effectiveness and efficiency of the contractor maintenance effort. Maintain all INL/A Federal Aviation Administration (FAA) registration applications and certificates via direct coordination with the FAA in Oklahoma City, OK and the local FAA office in Orlando, FL. Review and validate contractor supplied reports to include Contract Data Requirements List (CDRL) items for accuracy of information (i.e., aircraft readiness rates, mission abort rates, expended man-hours, scheduled and unscheduled maintenance actions and costs). Perform technical oversight functions associated with aircraft maintenance management; to include, implementation of plans for all aspects of the acquisition, operation, maintenance, and logistical sustainment of various aircraft in their respective CONUS/OCONUS locations. These duties also entail the acquisition, overhaul, and modification of aircraft under the Critical Flight Safety Program. This includes, the development of highly technical contract statements of work associated with maintenance of ten models of fixed and rotary wing aircraft, evaluation of maintenance elements of contractor proposals (technical approach and cost), inspecting aircraft, parts and components, examining maintenance records, and evaluating performance against defined standards. Minimum Qualification: U.S. citizen, subject to State Department Secret level security clearance; General knowledge of the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation Maintenance Management Program; to include, operating directives, training and standardization publications, aircraft manuals, and related documents. Knowledge of the U.S. Federal Aviation Administration Regulations related to aircraft maintenance, production control, and record keeping, including restricted and public category aircraft. Extensive knowledge of U.S. Army Regulation 700-138 , Department of the Army Pamphlet 738-751, and Department of the Army FM 3-04.500, TM 1-1500-328-23. Knowledge of maintenance and production control programs and procedures for aircraft utilized in a counter-narcotics operation. Must have extensive experience in aircraft maintenance production control functions at the AVIM or Intermediate maintenance level and preferably at the Depot or manufacturing level facility. Knowledge of and skill in operation of desktop computer data-base program processing systems. Preferred Qualifications Experience in the maintenance management of UH-1 Series helicopters, UH-60 helicopters, K1200 helicopters, single and multi-engine propeller driven airplanes; to include, sensor platform, cargo, transport, and spray. Ability to read, write and speak the English and Spanish language at the technical and conversational level COMPLEXITY The incumbent performs maintenance production control and technical functions to support the aircraft maintenance oversight requirements of the Office of Aviation. The incumbent assists the Maintenance Manager in the areas of aircraft technical publications, technical record keeping, and technical report development and analysis. The incumbent performs continuous analysis of ongoing programs to determine the requirement for new procedures/policies which will improve the efficiency, effectiveness, and flight safety of aircraft maintenance operations in support of the counter-narcotics mission. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. WORK ENVIRONMENT The work is primarily conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections/flight evaluations. Incumbent may be required to perform duties at an OCONUS field site under primitive conditions. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities of the narco-traffickers and therefore pose significant risk to the incumbent while at these sites. EVALUATION CRITERIA 1. Knowledge of and skill in operation of desktop computer based word processing systems. 2. Possesses Preferred Qualification: YES_______ NO_______ Experience in the maintenance management of UH-1 Series helicopters, UH-60 helicopters, K1200 helicopters, single and multi engine propeller airplanes to include sensor platform, cargo, transport, and spray. Ability to read, write and speak the English and Spanish language at the technical and conversational level. 3. Evaluation Criteria: Factor 1. (Contract Oversight). Offeror?s ability to: a. Perform contract oversight of contractor aircraft maintenance. Ensure that contractor maintenance conforms to the standards of the Office of Aviation Maintenance, Quality, and Production Control Program. Prepare periodic contractor performance reports for the Contracting Officer?s Representative. b. Evaluate contractor and host nation maintenance management personnel in the performance of fixed and rotary wing aircraft maintenance management. Review and recommend changes to existing maintenance programs and record keeping procedures. Factor 2. (Program Integration). Offeror?s ability to: a. Develop, coordinate, organize, implement, and oversee a comprehensive maintenance/production control program for the Office of Aviation. b. Collect, review, and disseminate data on aircraft maintenance and maintenance management procedures, techniques, and policy in support of the counter-narcotics mission of the Office of Aviation. Maintain constant liaison with U.S. Department of Defense, Department of State, Narcotics Affairs Section (NAS), and other U.S. Government agencies, including the U.S. Federal Aviation Administration, to keep abreast of current policies, procedures, and rules which pertain to the Office of Aviation maintenance management program. Factor 3. (Maintenance Reporting Analysis). Offeror?s ability to: a. Extract, analyze and collate maintenance data from detailed technical reports provide by the Contractor; develop and analyze maintenance summaries; develop charts, tables and graphs of maintenance trends; and determine effectiveness and efficiency of the maintenance effort. b. Validate contractor supplied reports to include contract deliverable reports (CDRL) for accuracy of information i.e., aircraft readiness rates, abort rates, expended man-hours, scheduled and unscheduled maintenance actions and costs. Factor 4. (Experience/Past Performance). Offeror?s previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). B. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. C.
