Description
This is a sources sought synopsis. The Air Force Flight Test Center (AFFTC), 412 Test Wing, Edwards AFB, CA is seeking sources with demonstrated expertise and experience to support test and evaluation of the data link communications installed on USAF aircraft equipped with Communications, Navigation, Surveillance/Air Traffic Management (CNS/ATM) systems. The avionics allows digital communications between the pilot/avionics and air traffic control services using formatted messages transmitted via data links as routed through commercial Data Service Provider (DSP) services. Recognition is made that Air Traffic Services (ATS) data link communications continues to evolve as new technologies and methodologies are introduced. Prospective qualified offerors may submit Statement of Capabilities that will provide substantiated evidence that they possess the detailed knowledge and capabilities to perform the required efforts under the ACTFAST Program. The Government will consider all responses to determine the extent of interest of qualified sources in this proposed competitive acquisition. All responses to this synopsis will be evaluated relative to the following areas: South Pacific Air Traffic Control (ATC) workstations; Federal Aviation Administration (FAA) workstations; Future CNS/ATM workstations identified by the user community; Satellite Communications (SATCOM) Stand Alone Center Agent (SACA) test capability; Aeronautical Telecommunications Network (ATN) test capability; Mode S Elementary and Enhanced (ELS/EHS) test capability; Identification Friend or Foe (IFF) Mode 5 test capability; Digital Automatic Terminal Information Service (D-ATIS) tower system; and, Data Service Provider (DSP) integration. This also includes, but is not limited to: (1) support for avionics equipment certification and requirements compliance; (2) prior work experience with CNS/ATM data links, ATC workstations, and testing of such; and, (3) evidence of capability to provide hardware, software, and SATCOM services to support certification requirements compliance. The total package shall not exceed 15 pages. Drawings, diagrams or figures may be provided as an attachment to the response (beyond the 15 pages) to clarify stated capabilities. This synopsis is for information and planning purposes only, to determine the extent of interest of qualified sources in the ACTFAST acquisition. The closing date for submission of the Statement of Capabilities is close of business on 06 Nov 2006. The NAICS code for this effort is 517910 with a size standard of $13.5M. The total estimated value of this effort is $10M for a five-year contract with proposed five one-year options. In responding, reference Solicitation FA9302-07-R-0003. Electronic responses shall not be accepted. Offerors should understand that, if award of contract is made under this acquisition, the successful offeror will be required to enter into associate contractor agreements with existing developmental and support contractors to meet the requirements of the ACTFAST Program. This synopsis is not to be construed as a commitment by the Government nor will the Government pay for the information solicited. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition.
