- This pre-solicitation notice is issued to announce a small business set-aside for multiple indefinite delivery/indefinite quantity (ID/IQ) contracts to provide medical administrative support services to U.S. Air Force medical treatment facilities (MTFs) beginning during fiscal year 2007. The Air Force Medical Service Commodity Council at Wright-Patterson Air Force Base and the Air Force District of Washington Contracting Squadron anticipate competitively awarding up to four (4) non-personal services contracts for a base period of five (5) years with no option periods. Small disadvantaged businesses, 8(a) firms, women-owned, service-disabled veteran-owned, veteran-owned, and HUB Zone firms are encouraged to participate in this acquisition. Foreign participation is not permitted at the prime contractor level, and all work under this contract must be performed within the United States. Air Force contracting offices serving individual MTFs throughout the contiguous United States will place orders against these contracts by competing their specific requirements amongst the ID/IQ awardees. The Air Force currently has 63 MTFs in 34 states within the contiguous United States. The contractors will then be required to provide medical administrative support services within the MTFs. Positions to be filled can include clerical, certified and specialty administrative support services as needed by the ordering MTF in accomplishing its mission. The NAICS Code for this acquisition is 621999. The small business size standard is $9 million. The projected not-to-exceed maximum value for each ID/IQ contract is $96.4 million over the 5-year life of the contract. The release of the final RFP is projected for late October 2006. Tentatively the Past Performance volume will be due in early December 2006 with the remaining proposal volumes due in mid-December 2006. Several revisions have been made to the final RFP as a result of discussions during the Virtual Industry Day to include training requirements, per unit not-to-exceed rates, and past performance evaluation criteria.
