- DESCRIPTION: The U.S. Army Corps of Engineer (COE) Transatlantic Program Center intends to solicit names of construction firms or joint ventures experienced in working in the Middle East region who are interested in submitting a firm-fixed price off er for this project. To be considered a construction firm, the firm must perform construction as a significant portion of its business. The estimated cost of construction is between $10,000,000 and $25,000,000. PROJECT SCOPE: The work will consist of design and construction of a new aircraft apron, an open cargo yard as well as associated lighting, fire water tank and perimeter security fencing. The project is located on Al Asad Airfield in the Central Region o f Iraq. CONTRACT PROCEDURES: Both a price and a technical proposal will be required. The evaluation criteria will consist of pricing and non-pricing (technical) consideration. Pricing and technical considerations will have approximate equal weight with one another in the evaluation and selection processes. Price will be evaluated on the basis of the completeness and reasonableness and cost risks of the prices proposed. Completeness of proposed prices will be evaluated by the Government based upon a comparison of the process proposed as compared against the requirements of the solicitation, scope of work and those costs included in the Governments Independent Government Estimate (IGE). The reasonableness of prices proposed will be evaluated on the basis of comparison of those prices with the prices proposed by the offerors and as contained within the IGE. Conclusions concerning likely future cost risk will be based upon the results of the Governments review and analysis of all aspects of the price proposals. Non-pricing factors include offerors Past Performance, Experience, and Management and Technical Capabilities. Management and Technical capabilities will consist of at least four subfactors: Management and Staff Organization, Subcontracting, Security Con siderations, and Execution Plan. Request for Proposal (RFP) will be issued to prime contractors responding to this notice. Tentative date of issuance of RFP is 18 October 2006. Tentative date for receipt of proposals is 17 November 2006. Tentative contract award date is 30 November 2006. Contract award will be made on a firm fixed price basis. The anticipated contract dura tion period is 270 calendar days. NOTE: Firms interested in receiving this solicitation should send a written request to Ms. Karen L.
