Description
Statement of Work This contract is for a multiple years that will be for the environmental sampling for legal environmental compliance for the Naval Station Newport, Newport, RI (NAVSTA). The contractor will need to be licensed to take sampling tests in the State of R.I. The contractor will need to have a sampling location within 2 hours travel time from the NAVSTA so that sample with be accurate as per Rhode Island state law. Contractor must have currier to transport samples. The contractor will need to be able to work on the weekend to process test samplings. This contract is for a base period of performance of from date of award till the end of fiscal year 2007. The contract will also have options for an additional 4 years starting at the beginning of each fiscal year. CONTRACTOR SHALL PROVIDE ALL LABOR, MATERIALS, EQUIPMENT, SAMPLE BOTTLES, TRANSPORTATION OF SAMPLES AND SUPERVISION NECESSARY TO ANALYZE DRINKING WATER SAMPLES FROM LOCATIONS AT NAVSTA IN ACCORDANCE WITH THE FOLLOWING SPECIFICATIONS: * notes those that are guaranteed samples in the contract (001-005, 018, 023 and 024 are not guaranteed) ANNUAL SAMPLE (Samples done on one day at 2 locations in April) Contractor will deliver all bottles to the NAVSTA between April 1 and April 20, each year of the contract for ANNUAL SAMPLE identified below. NAVSTA and Contractor will make arrangements for samples to be picked up from the NAVSTA Analysis 001 Alkalinity (as CaCO3), Sulfate, Nitrite, Nitrate (as N), and total hardness level. 2 EA 002 Synthetic Organics including pesticides- Endrin, Lindane, Nethoxychlor, Chloradane, Atrazine, Aldicarb sulfone, Aldicarb sulfoxide, Aldicarb, Alachlor, Heptachlor, Heptachlor epoxide, and Toxaphene. Chlorphenoxys including 2,4-D, and 2,4,5-TP Silvex, Benzo (a) pyrene (PAH), Carbofuran, Dalapon, Di-2(ethylhexl) adipate, Di-2 (ethylhexyl) phthalate, Dibromochloropropane, Dinoseb, Endothall, Epichlorohydrin, Ethylene Dibromide (EDB), Hexachlorobenzene, Hexachlorcylo-pentadiene, Lindane, Methoxchlor 2 EA 003 Volatile Organic Compounds 2 EA 004 Metals-Arsenic, Antimony, Barium, Beryllium, Cadmium, Chromium (total), Floride, Iron, Mercury, Nickel, Selenium, Silver, Sodium, Thallium, Zinc 2 EA 005 Radium 226, Radium 228, Gross Alpha and Beta Activity 2 EA 006 Asbestos and Radon 2* EA NOT PART OF ANNUAL SAMPLE (Taken as specified) 007 Nitrate, Nitrite, and Ammonia (Sampled monthly from two sites picked up on the first Wednesday of the month) 24* EA 008 Total Trihalomethanes (Ten samples taken each quarter, 2 additional samples taken monthly) (will be coordinated with the Contractor) 64* EA 009 Haloacidic Acids (eight samples taken each quarter) (will be coordinated with the Contractor) 32* EA 010 Lead and Copper (Various times will be coordinated with the Contractor) (most sampling required Jun-Sep) 40* EA Coliform Samples 011 Coliform samples done with Colisure (Analyzed weekly with specifications below) 420* EA Test samples will be picked up at 11:30 PM on the first four Wednesday's of every month at Building 25. Samples need to go straight to the lab to meet holding times. Any samples that test positive for Total Coliform Bacteria will need to be tested for Fecal Coliform (as the test procedures already require) Contractor shall pick up any repeat samples that need to be tested after a positive result. These samples need to be coordinated and picked up. Positive samples must be reported within 2 hours of final results. Lab must call until they talk to someone by phone to William Monaco 841-6376 (work) 885-1075 (home) or Dennis St. Laurent at 841-2261 (work number has message with on call pager number for after hours) or 401-935-1182 (cell) and to Dave Dorocz 401-841-7671(work) 401-862-8433 (cell) or 401-725-6762 (home) Lab must be able to pick up and test samples during the weekends if needed for repeat samples NOTE: SAMPLES MAY HAVE TO BE DONE ON WEEKENDS AND THE CONTRACTOR HAS A WEEKEND STAFF TO INSURE THAT SAMPLING AND TESTING CAN BE ACCOMPLISHED. ROUTINE RESULTS WILL BE FORWARDED TO NAVAL STATION NEWPORT RI WITHIN 7 CALENDAR DAYS. 012 Wastewater Test Hetortrophic Plate count (7 day) using R2A media and report in colony forming units per ml taken with every coliform sample. Two samples taken every week. One additional sample per month. 116* EA 013 014 Building 1275 (Fire Fighter Training Facility). Two samples done in December and June taken on consecutive days in the first two weeks of the month for BOD, TSS, COD, Arsenic, Cadmium, Chromium, Copper, Fluoride, Iron, Lead, Mercury, Nickel, Silver, Tin, Zinc, Cyanide, Sulfides, and Sulfates. (samples should be taken with an auto sampler set up by contractor) (Dates need to be coordinated with the Boiler Plant operators) Building 1275 (Fire Fighter Training Facility). Two samples done each month for Phenol and TPH. (The second and fourth Wednesday?s of each month.) 4* 24* EA EA 015 Building 7 Boiler Plant Two samples done in December and June taken on consecutive days in the first two weeks of the month for TSS, COD, Arsenic, Cadmium, Chromium, Copper, Fluoride, Iron, Lead, Mercury, Nickel, Silver, Tin, Zinc, Cyanide, pH (4 grab samples spread through out each sample day), TPH, Sulfides, and Sulfates. (samples should be taken with an auto sampler set up by contractor) (Dates need to be coordinated with the Boiler Plant operators) 4* EA 016 Building A6 Boiler Plant Two samples done in December and June taken on consecutive days in the first two weeks of the month for TSS, COD, Arsenic, Cadmium, Chromium, Copper, Fluoride, Iron, Lead, Mercury, Nickel, Silver, Tin, Zinc, Cyanide, pH (4 grab samples spread through out each sample day), TPH, Sulfides, flow and Sulfates. 4* EA 017 NAPS Laboratory Building 440 Two samples done in December and June taken on consecutive days in the first two weeks of the month for BOD, TSS, COD, Oil and Grease, Arsenic, Cadmium, Chromium, Copper, Fluoride, Iron, Lead, Mercury, Nickel, Silver, Tin, Zinc, Cyanide, phenols, TPH, TTO, pH (4 grab samples), Sulfides, flow and Sulfates. (samples should be taken with an auto sampler set up by contractor) (Dates need to be coordinated with the NAPS) 8* EA 018 Naval Ambulatory Care Center Laboratory Two samples done December and June taken on consecutive days in the first week of the month for BOD, TSS, COD, Oil and Grease, Arsenic, Cadmium, Chromium, Copper, Fluoride, Iron, Lead, Mercury, Nickel, Silver, Tin, Zinc, Cyanide, phenols, TPH, TTO, pH (4 grab samples), Sulfides, flow and Sulfates. (samples should be taken with an auto sampler set up by contractor) (Dates need to be coordinated with the NACC Lab) 8 EA 019 Building 1173 Dental Clinic Two samples done in December and June taken on consecutive days in the first week of the month for Cadmium, Chromium, Copper, Fluoride, gold, Lead, Mercury, and Silver. (samples should be taken with an auto sampler set up by contractor) (Dates need to be coordinated with the Dental Clinic) 4* EA 020 DFSP Four sample sets need to be taken every month at two different locations. The sites are Outfall 005A and 008A in Tank Farm 3 and the ?back yard? of Defense Fuel Support Point (DFSP) respectively. An estimated flow (in MGD) from each outfall needs to be made during each sample pull (estimate with pump cycle). The samples need to be taken as specified in the permit. Briefly explained ?two samples need to be taken during wet weather, one sample to be taken immediately after wet weather and one sample to be taken during dry weather.? If the samples can?t be taken as specified then they must be taken in the final week of the month until all four samples have been taken. The constituents to be tested are: Total Suspended Solids (reported in Mg/L) Oil and Grease (Freon Extraction Method) (reported in Mg/L) pH (2 samples per day per site) Summary (12 months* 2 sites* 4 samples per month)=96 sample sets Monthly summary breakdown: pH (4 per month*2 sites*2 per sample=16 samples/month) TSS (4 per month*2 sites*1 per sample=8 samples/month) O&G (4 per month*2 sites*1 per sample=8 samples/month) 96* EA 022 023 024 DFSP Samples need to be taken with the first sample taken in March, June, September and December for Acid Extractables two samples total each quarter, one per site. The sites are Outfall 005A and 008A in Tank Farm 3 and the ?back yard? of Defense Fuel Support Point (DFSP) respectively. Quarterly samples should be taken at the same time as the first sample of item 021 during the proper months. Report results in mg/L. All constituents are listed below: PARACHLOROMETA CRESOL 2 -CHLOROPHENOL 2 -NITROPHEONOL 2,4 -DICHLOROPHENOL 2,4 -DIMETHYLPHENOL 2,4 -DINITROPHENOL 2,4,6 -TRICHLOROPHENOL 4 -NITROPHENOL 4,6 - DINITRO-O-CRESOL PENTACHLOROPHENOL & PHENOLS Auto Hobby Shop Two samples done in December and June taken on consecutive days in the first week of the month for BOD, TSS, COD, Arsenic, Cadmium, Chromium, Copper, Fluoride, Iron, Lead, Mercury, Nickel, Silver, Tin, Zinc, Cyanide, Sulfides, and Sulfates. (samples should be taken with an auto sampler set up by contractor) (Dates need to be coordinated with the Auto Hobby Shop) Auto Hobby Shop Sampled monthly for Oil and Grease. In December and June done with item number 023. 8* 4 12 EA EA EA Lead (Not Water) 025 Analyze paint chip samples for lead content with 24 hours of receiving the sample. Samples will either be collected at building 1 CC or collected along with the water samples or sent directly to the laboratory by NAVSA. Results must be in ppm and %. 50* EA
