Professional, Administrative and Management Support Services Synopsis Date: 3 October 2006 Contracting Office Address: MARCORSYSCOM, Commanding General - CT022, 2200 Lester Street, Quantico, VA 22134 Solicitation Number: M67854-07-R-2050 Response Date: 6 November 2006 Contracting Officer: Helene Horrell Marine Corps Systems Command (MARCORSYSCOM) intends to negotiate and award a Sole Source Firm-Fixed price contract to Mitretek Systems, Inc. 3150 Fairview Park Drive South, Falls Church, VA 22042 for Engineering and Technical Services. The proposed contract will be for a base period of one year plus two one year options. The total estimated cost of this acquisition is $2,250,000. This contract will provide for independent scientific and engineering expertise for technical, managerial and strategic support in devising and implementing strategies for the integration of ongoing Command and Control (C2) programs having different prime system contractors. Mitretek has been deeply involved in establishing and analyzing systems architecture and performing the day-to-day technical problem solving and management required in the execution of the complex Marine Air Ground Task Force (MAGTF) C2 programs. Furthermore, this contract shall provide for independent analyses on critical issues to support Program Manager (PM) MAGTF C2 Systems (MC2S) in making policy decision, develop criteria to guide their decision-making, develop functional and design specifications for use by the PM, perform technical reviews, and facilitate the integration of multiple MC2S efforts. Mitretek will provide high-level independent technical consultation in support of implementation of MC2S engineering projects addressing unique and difficult problems. Mitretek has been involved in the MAGTF C2 Spiral developmental strategy since its? conception and their familiarity and in depth knowledge brings together a total picture of all aspects of the software systems. Mitretek?s unique technical qualifications are enhanced by their demonstrated organizational objectivity and independence of judgment resulting from their nonprofit policies. Mitretek?s non-competition, nonprofit characteristics allow them to provide unbiased and objective consulting on technical requirements as well as evaluation of critical technical issues without influences. This independence is essential for the highly specialized services outlined above. The PM MC2S requires the support of a contractor that can simultaneously provide an independent systems engineering support capability and have access to both Government and contractor data and operate in the public interest with independence and freedom from any organizational conflict of interest. No Request for Proposal (RFP) is available for competitive bidding; however, interested parties are to submit a statement of capability for satisfying this requirement no later than 3:00 PM EST 6 November 2006. No telephonic requests will be accepted. All communications shall be in writing to the Contracting Officer. Proprietary information shall be clearly identified as such and will be protected.
