- NAICS Code: 334516 This is a combined synopsis/request for quote for a Commercial Items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only RFQ; quotes are being requested and a written RFQ will not be issued. This procurement is 100% set-aside for small business. The identifying number is RFQ-OH-07-0001. The RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-13. The NAICS code is 334516 and the size standard is 500 employees. A firm fixed price purchase order is anticipated to result from the award of this RFQ.. The US EPA Office of Research and Development located in Ada, Oklahoma has a requirement for a automated physisorption analyzer that is capable of meeting or exceeding the following specifications: Technical Specifications of the Surface Area and Pore Size Analyzer + The surface area and pore size analyzer and/or its components shall be capable of preparing samples, analyzing samples, acquiring and analyzing data, and summarizing data. ?: The surface area and pore size analyzer and its components shall be fully automated and controlled by a desktop/laptop computer separate from the instrument. ? At a minimum, the surface area and pore size analyzer should be capable of performing the following analyses: o Adsorption and desorption isotherms o Single and multipoint B.E.T. surface area o Langmuir surface area o B.J.H. pore size distribution o Micropore volume and micropore distribution by the MP and t-plot methods o Total surface area. + Sample preparation (i.e., outgassing) shall include both: o Vacuum combined with heat o Flowing gas The surface area and pore size analyzer shall also adhere closely to the following technical specifications: o Vacuum system ? Two independent vacuums [Assuming that a non-integrated ana1yzer is purchased, one vacuum would be needed for sample preparation and the other for sample analysis] Vacuum pump power 100-240 V o Pressure measurement ? Range of 0 to 1000 mmHg Minimum Relative Pressure of 6 x 10-5 Sample Pressure Resolution <v,0.05 mmHg o Specific surface area range ? 0.1 m2/g and higher using N2 o Gas inlets ? Multiple inlets (e.g., N2, He, C02, Ar, Kr, etc.) o Analysis ports ? >Three o Outgas ports ? External from surface area analyzer =Six The Government will evaluate and make the award based "best overall value". Best overall value will be a combination of the responses to the specifications and price. Contractors must meet all specifications in order to be considered for award. The government anticipates award using simplified acquisition procedures of a contract resulting from this RFQ to the responsive/responsible offeror whose offer conforms to the RFQ and offers the best value. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition . The provision at 52.2 12-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: (I) Technical capability of the item offered to meet Government requirement and (ii) price. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.
