- NASA/JSC has a requirement for the continuation of the existing Center Operations Support Services contract (COSS). The COSS contract provides support in the areas of maintenance and operations, grounds, custodial, transportation, logistics, property and equipment, construction, engineering, and environmental. The purpose of this extension is to provide NASA/JSC with the necessary services to continue day-to-day operations as is, during the contractual gap period between the expiration of the current COSS contract and award of the 5 new deconsolidated COSS contracts (see synopsis NNJ05122616L). The extension will consist of (1) 6-month option, and (5) 1-month option. This will allow NASA/JSC the flexibility to be able to operate on a normal basis while awaiting award of the new follow-on contracts. NASA/JSC intends to contract with Computer Sciences Corporation (CSC) on a sole source basis for the extension. CSC is the current contractor on the COSS contract. A deviation to the 5-year contract limitation was signed by NASA Headquarters on September 29, 2006. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Wednesday, October 18, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
