- NASA/KSC has a requirement for one Instron model 3344 single column materials testing system, one pneumatic grip package, one compression test package and one flexure test application package. NASA/KSC intends to purchase the items from Instron Corp. pursuant to FAR 13.106 (b), for the acquisition of supplies or services determined to be reasonably available from only one source. NASA/KSC requires an Instron model 3344 for developmental research in Specialty Polymeric Materials for the Polymer Science and Technology Lab of KTE. The tensile testing machine must to be compatible to existing testing equipment located in the TA materials testing lab. Software and data analysis will be compared between the 3344 model and the larger existing Instron machine. The suggested vendor is the manufacturer and supplier of that existing equipment. Purchasing a different model form the same vendor will allow for interchangeability between the accessories of the two machines. The ability to share accessories will enhance the capabilities of both laboratories. Instron Corp is the only manufacturer that can provide this equipment that will allow compatibility with existing equipment. NASA/KSC intends to purchase these items from Instron Corp. without full and open competition as permitted pursuant to 10 U.S.C, 2304 (c) (1) and/or other authority as appropriate, because the services and/or supplies required are available from only one responsible source and no other type of supplies or services will satisfy the agency requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 10, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
