Description
The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), Office of Contracts (M/CON), has a requirement to upgrade the transmitter ventilation (HVAC) system at the U.S. Broadcasting Board of Governor’s International Broadcasting Bureau’s (BBG/IBB) Tinian Transmitting Station located in the Commonwealth of the Northern Marina Islands (CNMI). Work shall include: (a) providing and installing extraction fans in the transmitter bay and (b) adding insulation and seals. As noted below, attached are three Adobe (pdf) files containing the Solicitation with Specifications and Drawings for the work. Pursuant to FAR Subpart 36.204, Offerors are hereby notified that the estimated price for the work prescribed herein is between $100,000 and $250,000. The proposed period of performance of this work requires completion within one year from issuance of the Notice-to-Proceed. Pursuant to FAR Subpart 15.304, Offerors are hereby notified that the basis for award will include: (1) technical evaluation factors (i.e., technical approach, experience, and management approach); (2) price evaluation; and (3) past performance - with all non-price evaluation factors (i.e., technical and past performance), when combined, being significantly more important than cost or price. The North American Industry Classification System Code (NAICS) for this procurement is 238220 (Plumbing, Heating, and Air Conditioner Contractors) and the small business size standard is $12.0m. Offerors are advised that any questions or clarifications desired by an Offeror shall be submitted to the Contracting Officer in writing, by August 18, 2006. All responsible small business sources may submit a proposal in response to the attached Solicitation document. All proposals from Small Business Sources received by the closing date of September 7, 2006 shall be considered by the Agency. This FBO notice is not a RFP, IFB, or RFQ. See Numbered Note 1.
