Description

This action is to provide contractual technical and administrative augmentation services on Time and Materials basis for 402d Electronics Maintenance Group (402 EMXG/MXV), Warner Robins Air Logistics Center (WR-ALC), Robins Air Force Base (RAFB) overflow work. A comprehensive mix of management, engineering and technical solutions are required to effectively sustain today’s aging weapons systems and subsystems. The 402 EMXG faces many repair, reliability, maintainability, interface, supportability and engineering sustainment issues. These stem from the following: aging systems, subsystems, and support equipment in all phases of their respective life cycles. Therefore, any given solution may require a combination of selected engineering, logistics, technical, and administrative support elements described herein. This contract will augment in-house, organic depot avionics repair capabilities and administrative and software support at RAFB. Work may include, but may not be limited to, the following tasks: Programmed Depot Maintenance; Un-Programmed Depot Level Maintenance; Time Compliance Technical Orders (TCTOs); One-Time Inspections and/or Phase Inspections; Removal/Installation and/or Repair of commodities, aircraft and aircraft components; maintenance and repair of the following: Line Replaceable Units (LRUs/black boxes), Shop Replaceable Units (SRUs/circuit cards), Test, Measurement, and Diagnostic Equipment (TMDE), and Automatic Test Equipment (ATE). This work also pertains to various administrative functions supporting such activities. Requirements executed under this PWS may require the Contractor to participate in Integrated Product Teams (IPT) and other functions required to satisfy system sustainment requirements. Work to be accomplished may require travel to other Government organizations, Contractor facilities, or other areas, as required by the Government. Estimated contract periods are as follows: Basic Period- Oct 2006-Sep 2007, Option 1- Oct 2007-Sep 2008, Option 2- Oct 2008-Sep 2009, Option 3- Oct 2009-Sep 2010, Option 4- Oct 2010-Sep 2011. This acquisition is being offered for competition limited to eligible 8(a) concerns. Eligibility to participate may be restricted to firms in either the developmental stage or the developmental and transitional stages. Interested 8(a) firms are encouraged to to request a copy of the solicitation as expeditiously as possible since the solicitation will be issued without further notice. A presolicitation conference will be held at 9:00 AM 10 Apr 2006 at the Museum of Aviation in Warner Robins, Georgia. Interested parties must advise the contracting officer of their intent to attend by providing the following information: Attendee name, title, company name, telephone, and e-mail address.
