Description
The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to issue a request for a single source to integrate and provide a batch style Burn-Off Oven designed to remove combustible materials, more specifically thermosetting powder coatings, from metal components in a controlled manner without ignition of any flammable or explosive material. Delivery, installation, start-up, testing, and training will be located at NAS Lemoore, CA. This RFP will be issued as a 100% small business set-aside competitive procurement. The oven shall be supplied complete with the necessary accessories to make it fully functional for its intended purpose and ready for operation after installation. The oven shall be designed to comply with the following interior, exterior, and installation / space requirements. Interior Dimensions (empty): at least 10 feet (width) x 20 feet (length) x 8 feet 6 inches (height); Exterior Dimensions: approximately 14 feet 6 inches (width) x 23 feet 6 inches (length) x 14 feet 6 inches (height); Installation / Space Requirements: All pieces of the unit shall be designed to fit through a 12 feet (width) x 14 feet (height) opening prior to assembly. The oven shall operate on the following requirements: Electrical Operating Requirements: 460V/3PH/60HZ; Gas Operating Requirements: < 1.9 million BTU/hr. Inlet pressure: 8 inches-14 inches w.c.; Water Operating Requirements: 3 GPM at 40-100 psi; Compressed Air Operating Requirements: 5 CFM at 50-90 psi. The design shall accommodate a maximum temperature of 800 degrees fahrenheit in the furnace compartment and a minimum of 1400 degrees fahrenheit in the afterburner and produce very low emissions. The oven shall be designed for installation on a level concrete floor. All efforts shall be made to ensure maximum corrosion resistance in the construction of the unit (both interior and exterior surfaces), including but not limited to the prohibition on the use of dissimilar metals and complete priming and surface preparation of bare metal components prior to construction. Interior surfaces shall be designed for maximum corrosion resistance, maximum heat reflectivity, and ease of clean up. Interior and exterior construction shall be minimum 14-gauge steel. Maximum energy efficiency shall be attained through high temperature insulation. Insulation shall be of a type that will not crack and disintegrate over time requiring replacement. Doors shall be double 180 degree swing-out type located at one end only on the short side (10 feet) of the oven. Doors shall be manufactured from 10-gauge steel. The floor shall be constructed from a durable material and shall include a cart track suitable for heavy loads. The floor shall be able to safely support a minimum one-ton distributed load. The oven floor shall contain tracks for transport of material handling carts. Installation/assembly of the burn-off oven shall not require any excavation whatsoever. Exterior metal tracks shall be provided to allow both carts linked together to be rolled entirely out of the oven chamber. The exterior metal tracks shall have a means to attach them to the concrete floor of the facility, and shall be removable as well. This requirement shall be fulfilled by supplying “commercial items” as defined in Section 2.101 of the Federal Acquisition Regulation. Interested parties will be required to submit, with their quotation, information to evaluate technical (including logistics), past performance, past experience and price aspects. These four factors will be evaluated as equal in weight under a best value evaluation. The estimated issue date for the RFQ is 15 AUGUST 2006.
