Description

Internet Service for NOAA?s Beaufort Lab EA133C-07-RQ-0007 The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Center for Coastal Fisheries and Habitat Research (CCFHR), Beaufort, NC is issuing an intent to negotiate a sole source procurement with MCNC of Reasearch Triangle Park, NC, for Internet Service ? 10Mb service via NCREN managed DS3. Service to be provided via 10Mb dedicated circuit from Beaufort to Morehead City, NC. The contractor will furnish personnel, materials and equipment necessary to provide the service. Authority: 41 USC 253(c)(1). The NAICS Code is 518111. The size standard is $21 million. The government intends to award a firm-fixed price purchase order for this requirement. The period of performance is February 1, 2007 through January 31, 2008 with (1) one-year option period. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). MCNC is the only known source capable of providing the service due to the remote location of the Beaufort Lab. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by October 16, 2006 by 12:00 Noon. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
