Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), intends to procure on a sole-source basis with Carl Zeiss Inc., One Zeiss Drive, Thornwood, New York 10594, for a service agreement/maintenance service for the following Carl Zeiss confocal systems: 1) LSM 510 NLO/META with Axiovert 200 Mot F/H/DIC; 2) LSM 510 UV w/one microscope; and 3) MRC 1024 Krypton Lasersharp SY with Nikon scope. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.501. The North American Industry Classification System Code is 811219 and the business size standard is $6.5M. Period of performance: Twelve (12) months from date of award. The Carl Zeiss confocal microscopes are used heavily by over one-hundred (100) NCI researchers. The NCI CCR is a core facility which provides NCI researchers with state-of-the-art confocal imaging for a wide range of applications. It is critical that the aforementioned systems be maintained and serviced for twenty-four (24) hour operation and to maintain sharp, precise clear images and the like. Carl Zeiss Inc., shall provide: 1) one (1) preventive maintenance inspection; 2) unlimited emergency repair within seventy-two (72) hours of first call; 3) furnish all required replacement parts with the exception of consumable parts at no additional cost to the Government; and 4) provide free software upgrades. Contractor personnel shall have a minimum of two (2) years specialized factory training within the last five (5) years in order to perform service to these instruments. Contractor shall provide current software updates to the operating system and shall provide Carl Zeiss parts and accessories if required during service. It is critical to the smooth operation and research of the NCI/CCR that the equipment continue to be calibrated accurately and maintained according to the manufacturer?s specifications. Any deviation from the specifications could jeopardize the use of the aforementioned systems. The internal components and mechanisms of this instrument are proprietary and Carl Zeiss Inc is the only known source capable of fulfilling the service contract on these instruments. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 1:00 PM EDT on October 19, 2006. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration/certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
