TIME SPECIFIED FOR RECEIPT OF APPLICATIONS: 4PM Eastern local time 5. POSITION TITLE: Program Manager Advisor/Engineer/Lead 6. MARKET VALUE: GS 14 7. PERIOD OF PERFORMANCE: December 2006 - November 2006 (extendable) 8. PLACE OF PERFORMANCE: DOS/INL/RM/AIJS 9. JOB DESCRIPTION: See below I. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR This position is located in the Bureau for International Narcotics and Law Enforcement Affairs, Office of Resource Management, Afghanistan, Iraq and Jordan Support Division (INL/RM/AIJS). The incumbent serves as a Project Coordinator/Government Technical Monitor and is responsible for determining project needs, defining project goals and developing project work plans for myriad multifaceted overseas projects for the Bureau of International Narcotics and Law Enforcement Affairs (INL) present and future post conflict multi-billion dollar programs in civilian police training and elsewhere as assigned. He/she works closely with a team of professionals, both Bureau and contract employees, assigned to a project from inception through completion. The team carries out the full range of responsibilities related to the project, i.e., security, maintenance, safety and fire protection, design and construction. Provides guidance and technical leadership to ensure efficiency and economy of operations, including appropriate use of materials and expenditure of financial resources. Because of the sources of INL?s funding and its requirement to respond rapidly to emerging geopolitical needs, the Bureau?s authorities have been tasked to accomplish emergency post conflict tasks after armed conflict arises in a particular country or region. The increasing regularity of these post conflict needs over the past several years has created the need for the Bureau to establish a separate office to conduct contract and infrastructure development and execution activities for existing and new post conflict-related programs, such as (re)training indigenous civilian police. Establishing this division with its requisite staffing will allow the Bureau to act quickly and in a proactive manner to address high profile post conflict areas of the world, and offers the bureau the ability to better align resources for future projects before those needs arrive suddenly and impact existing operational staff. To successfully manage current and future multi-billion dollar, fast breaking post conflict programs, the Bureau must have staff dedicated not only to the development and implementation of existing and future programs but, of equal importance, to constantly monitoring the inherent financial and contract requirements fueling these programs. The formulation of the Afghanistan, Iraq and Jordan Support Division (AIJS) affords INL the means to manage these financial and contract functions by coordinating all aspects of the project and supporting and interfacing with the relevant entities within the Bureau (CIVPOL, AP, RM), as well as with the regional Bureau(s) and Embassies, interagency working groups, and appropriate elements within the Departments of Defense and Justice, and elsewhere. The Division is comprised of a group of seasoned professionals with expertise in the administrative, construction, contract, and financial management fields, who will serve on specific project teams, either in a coordination role in Washington and/or overseas, e.g., Afghanistan, Iraq, Jordan, Dubai, or elsewhere, where they will be required to monitor individual country projects. The AIJS staff works closely with the Bureau?s program managers and specialists responsible for developing and implementing the INL-related programs, e.g., police training, eradication, etc., and with contractors and Embassy staff and other agency personnel assigned overseas. The project teams are responsible for managing all contract related phases of the programs related to the construction of buildings and related sanitary facilities overseas; developing and implementing security requirements for INL?s hostile operating environments; handling contract and financial management activities that are unrelated to the Bureau?s actual police or eradication work; coordinating contract document reviews, determining how to best review detailed contractor invoice criteria, and verifying INL assets purchased. This optimizes INL?s accountability on these high visibility programs. The position is under the supervision of the Chief of the Afghanistan, Iraq and Jordan Support Division. 2. Duties and Responsibilities Works closely with Architectural/Engineering firms, and other public and private consulting firms as appropriate, to analyze project needs and to determine and help define and/or document program requirements, activities and functions.
