- WA PRA-MORA 10(11), SR 123-2 AND SR 410-1c, Mount Rainier National Park, Pierce County, Washington. THIS SOLICITATION IS BEING CONSIDERED FOR A TOTAL HUBZONE SMALL BUSINESS SET-ASIDE. Prime Contractors who are HUBZone small businesses and who intend to submit an offer for this solicitation, MUST submit their information by e-mail to contracts@mail.wfl.fhwa.dot.gov or by fax to 360.619.7932 for receipt by 5:00 pm local time on OCTOBER 12, 2006. (NOTE: Should your HUBZone firm fail to respond by this deadline, you may still submit a bid/offer.) Your submission must include the following: (a) a positive statement of your intention to submit an offer for this solicitation as a Prime Contractor; (b) your date of HUBZone small business certification; (c) a statement of your bonding capability, including both single and aggregate totals; and (d) a listing of your experience in work of similar type and scope, including contract numbers, project titles, dollar amounts, and the names and phone numbers of points of contact for the contracting entity. This agency will NOT contact respondents for missing data, so it is imperative that you include sufficient detail on all of the above points. A decision on whether this project will be pursued as a HUBZone small business set-aside or on an unrestricted basis will be posted as a modification in FedBizOpps. PRELIMINARY PLANS and a letter for additional information regarding the plans are in electronic format only and are provided with this synopsis. When solicitation documents are issued, the INVITATION FOR BIDS (specifications) AND BIDDERS PACKET will be in electronic format only at the above site. THIS WORK CONSISTS OF 7.33 miles of grading, drainage, base, wall stabilization, stone masonry, and paving roadway and turnouts. THE PROJECT INCLUDES construction survey & staking; contractor quality control & assurance; contractor sampling & testing; construction schedules; 5,000 ft silt fence; 4,200 cu yd excavation & embankment; 22,000 sq yd earthwork geotextiles; 2,000 sq yd roadway obliteration; 120 cu yd riprap; 4,000 ton untreated aggregate courses; 5,400 cu yd recycled aggregate course; 1 ton asphalt prime coat; 2 ton asphalt tack coat; 124,600 sq yd continuous cold recycled asphalt base course; 2,000 ln ft drilled shafts; 300 ln ft culverts; 1,950 ln ft underdrains; 400 ln ft horizontal drains; 217 sq yd; 3,200 ln ft guardrail; 8,000 sq yd seeding & mulching; 115,000 ln ft permanent pavement markings; 4,000 flagger hrs; 400 pilot car hrs; 500 sq ft stone masonry; and other smaller items of work. PROJECT IS LOCATED approximately 18km NE of Packwood, Washington. Work shall be completed by October 30, 2007. Estimated PRICE RANGE is between $5 and $7 million. The DOT Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOTs Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $750,000 with interest at prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
