Description
REBUILDING IRAQ - This is a combined synopsis and solicitation for the following, commercial items: NAME QTY (EA) Kevlar Helmet, NIJ Certified LvL IIIA(Medium) Quantity five hundred (500 EA) and Kevlar Helmet NIJ Certified LvL IIIA (Large) Quantity five hundred (500EA). All items must be new and include chin straps. All items must be manufactured in the United States. This synopsis?solicitation is prepared in accordance with FAR Part 13, format in accordance with FAR Subpart 12.6, and supplemented with additional information as included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ). Submit written offers electronically (oral offers will not be accepted). FOB: Destination. The following provisions are included and applied: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-2, Evaluations, Commercial Items. The following clauses are included and shall be incorporated into resulting contract: FAR 52.212-3, Offeror Representations and Certification, Commercial Items, US companies must include a completed copy of this provision with their proposal; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items; DFARS 252.212-7001. Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items; DFARS 252.225-7001, Buy American Act and Balance of Payment Program; FAR 52.212-4, Contract Terms and Conditions-Commercial Items. This solicitation and resulting contract fall under Rebuilding Iraq, Iraqi First and includes a socio-economic factor in evaluation for award. Award will be based on technical capability (Proposal must include picture, manufacture name, part number and accessories). Requested Delivery Date is 01 Dec 2006; early delivery time is included within this factor); past performance (no more than 3, must include Point of Contact, contact information, contract number, dollar amount, description and contract amount); price and socio-economic factor (plan to maximize Iraqi business/ workers providing estimated total number and percentage of Iraqis to be employed under contract). All four factors are equal in importance. The Government may award without asking for clarifications; may award without discussions and may award multiple awards or single award. A period of acceptance must be indicated on the proposal and must be good for a minimum of 30 days.
