Description
A sole source award is contemplated with Coherent Systems International Incorporated, Lexington Park, MD to provide Ground Mobile Gateway (GMG) field test support. Coherent is the sole developer of the GMG and is the only qualified source to conduct this effort. The contract schedule anticipates award for test support in November 2006 with test support beginning immediately following contract award. The contract will require the contractor to provide support for all Ground Mobile Gateway system components during operations supporting military exercises, demonstrations and operational assessments at stateside and overseas locations. The GMG is a prototype tactical system consisting of an integrated suite of communications and networking equipment installed in a highly modified, HMMWV-mounted -788 equipment shelter. Four HMMWV systems are currently being developed by Coherent and field support is required after system delivery to support testing and integration at the operational units. The major components include, but are not limited to, Global Positioning System receivers, central processing units, routers, Joint Range Extension (JRE), AN/PRC-117(F) radios, PRC-150 C radio, Situational Awareness Data Link, MIDS LVT-2 Link-16, MRC-185 (Rover III), INMARSAT-B, Cellular Base Station, Secure Terminal Equipment (STE), and Tactical Operations Center Inter-Communications System (TOCNET). Associated with the systems are the appropriate antenna systems for fixed and mobile operations. The field support scope will include GMG transportation, set-up, operation, maintenance, troubleshooting and repairs as requested by the end user. The objectives of the field support are: (1) to orderly integrate and transition the GMG to the operational users and (2) provide technical support until adequate numbers of military personnel have been trained to operate and maintain the four GMG systems. Coherent is the only company that can accomplish the level of field support to meet the anticipated GMG test schedule. As the system developer/integrator of the first generation prototype system, only they have the requisite knowledge regarding equipment installation, inter-/intra-connectivity and operational experience to provide the appropriate level of field support in the time frame required. The Government intends to award a sole source contract for GMG field support with only one source under the authority of FAR6.302-1. See Numbered Note 22.
