Description

The Seattle District Corps of Engineers has two-phase design/build 8a Competitive Set-Aside requirement for a project entitled, Whole Barracks Renewal FY07 Complex  Stryker Avenue, Fort Lewis, Washington. The project consists of constructing a facility that provides the following: 1) Unaccompanied Enlisted Personnel Housing (UEPH), providing a UEPH facility for 200 soldiers with a m aximum square footage limit of 73,195 square feet. The type of housing is intended to be similar both functionally and technically to similar housing in the private sector community surrounding the Installation. Facility includes associated site work for utilities and parking; 2) Company Operations Facility (COF), providing a facility to house Company administrative operations and store and move supplies. It is intended to be similar to office and warehouse type buildings in the private sector community . This facility contains three modules which consist a 15,104 square feet administrative module, a 51,544 square feet Readiness Area Module and a 11,940 square feet covered hardstand area. Facility includes associated site work for utilities and parking; 3) Battalion Headquarters (BN HQ), providing a 32,000 square foot, Battalion Headquarters Facility to house Battalion administrative and command operations. The facility is intended to be similar to office type buildings in the private sector community. Facility includes associated site work for utilities and parking; 4) Remote Switching Unit (RSU), providing a building with power, lighting, and HVAC equipment that is appropriate to house a 9,000 line telephone switch and other communications and netw ork equipment; 5) Softball Field Complex providing softball field complex with 2 fields. The complex includes fencing, backstop fencing, sports turf, gravel parking, and 500 SF building for restroom, office, and storage facilities; and 6) Road Relocation , relocating existing 2nd Division Drive road that spans about 1,000 linear feet. Construction Cost Limitation is $34,000,000.00 and the performance period is not to exceed 540 calendar days. The NAICS code for this project is 236220. The solicitation will be a two-phase design / build RFP in accordance with procedures outlined in Fed eral Acquisition Regulation (FAR) Part 36.3 entitled Two-Phase Design-Build Selection Procedures. There will be a Phase One (submission of experience, past performance, qualifications, organization and technical approach, evidence of ability to obtain b onding) and a Phase Two (submission of technical and price proposals). Those firms that wish to be considered for Phase One may provide submittals in accordance with instructions in the solicitation. The submittals will be evaluated and the Contracting O fficer will select up to three of the most highly qualified offerors. Phase Two will require the offerors selected in Phase One to submit technical and price proposals, which will be evaluated in accordance with FAR Part 15 and the Section 00120 of the so licitation. Competition for this procurement is limited to eligible 8(a) firms in good stan ding that are located in Small Business Administration (SBA) Region 10 (Washington, Oregon, Idaho and Alaska) as well as eligible 8(a) firms in good standing that are located outside of SBA Region 10 but that have a Bona fide branch office in Region 10. A Bona fide branch office is a place of business for purposes of 8(a) construction procurements located where an 8(a) participant regularly maintains an office which employs at least one full-time individual within the appropriate geographical boundary. Th e term does not include construction trailers or other temporary construction sites. In addition, all 8(a) firms must be currently registered and in good standing as a certified 8(a) program participant at the time proposals are due and at the time of con tract award. For the purposes of this procurement, a concern is considered a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed $31 million.
