- The Contractor shall provide all labor materials and equipment to furnish and install a new sewage float at Ross Lake Boathouse per the plans and specifications. Contractor shall construct a new sewage float; transport the float to Ross Lake for installation; demolish, salvage, and remove existing float appurtenances that will interfere with the installation of the new sewage float; install the new sewage float; and connect all structural, mechanical, and related systems between the existing and new floats. NOTE: This solicitation replaces Request for Quotations #Q9471061047, which was cancelled prior to award. Schedule NPS expects to award this project in late November and work can begin immediately after award of the contract. NPS anticipates that the contractor would be able to work on-site by May, 2007. The target completion date is July 31, 2007. Background North Cascades National Park Service Complex (NOCA) and Seattle City Light (SCL) jointly own, use, and occupy the Ross Lake boathouse, which floats on Ross reservoir and is attached to Seattle City Light's Ross Dam. Ross Lake boathouse was constructed by SCL in 1995. The floats for the boathouse are made of foam-filled concrete pontoons. The boathouse is attached to Ross Dam by a fixed rail that allows it to move vertically as the lake level fluctuates. Ross Lake regularly fluctuates 120 feet in elevation throughout the year. The lake is usually within ten feet of full pool between early June and the end of September, although that changes from year to year. In 2003, NPS became aware that at least one of the sewage holding tanks leak, allowing intrusion of both rain and lake waters, and that all of the tanks are deforming as the level of fluid changes within the tanks. Location This facility is not accessible via public road. The reservoir can usually be reached at the north end by a gravel road into the U.S.A. from Hope, Canada, from mid-May to October. Lake elevations vary through the season, however, and at low lake levels in spring, it is impossible to launch on the north end of the lake. At the south end a foot trail provides access to Ross Dam and Ross Lake boathouse. Also at the south end of Ross Lake, Seattle City Light operates a barge on Diablo Lake that could transport materials and equipment to the Ross Dam haul road. SCL may be willing to provide barge service to a contractor working on the Ross Lake Boathouse. Cellular phones do not work at the project site. The NAICS code is 237110 and the small business size standard is $31.0 million, average annual gross receipts for the past three years. The estimated magnitude of this construction project is between $100,000 and $250,000. The full solicitation will be posted electronically to http://ideasec.nbc.gov on or about October 18, 2006.
