- Description
- The Naval Air Systems Command intends to negotiate and issue a sole source modification to extend Contract N00019-02-D-3158 for a 12-month period consisting of one (1) six-month option and (2) two three-month options pursuant to FAR Par 6.302-1. The purpose of the modification is to provide Commercial Air Services of various types to support fleet combat readiness training services until completion of a competitive award. Aircraft capabilities are, but not limited to, carrying of external pods for Electronic Warfare, target towing, and internal military operations (Air Intercept Control, Electronic Combat, Antisubmarine Air Control, RDT&E Electronic Combat, etc.). If all option periods are exercised, the contract will be extended from 29 April 2007 through 28 April 2008 at which time a competitively awarded contract will commence. The current contractor, Airborne Tactical Advantage Company, is the only source available to provide the required services for a 12-month period, due to extensive day-to-day contact between the government, fleet schedulers, and contractor personnel, required aircraft and equipment, and short time frame of performance for which these critical readiness training services are required. This notice of intent is not a request for competitive proposals. Numbered Note 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
