Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and FAR 13, Firm Fixed Price as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is a Request for Quotation (RFQ), Notes 23 & 25 apply. This award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The Marine Force Reserves located at Camp Bullis, San Antonio TX request contractor to provide training for a Dynamic Assualt/Security Element Course for 120 students for the period 10 Oct 2006 through 9 Nov 2006 in accordance with the following terms in the SOW: STATEMENT OF WORK (SOW) 1. TITLE: UNITED STATES MARINE CORPS SPECIAL SKILLS TRAINING 2. BACKGROUND: The recent Secretary of Defense decision to stand up the Marine Special Operations Command (MARSOC), and its subordinate elements, has resulted in a reduction of qualified instructors at the Special Operations Training Groups. In particular, many of the highly trained and specially-skilled Marine instructors have been transferred to MARSOC elements. Other Marine forces, including reserve forces, do not have a readily available pool to replace these experienced trainers. This training is required to prepare a U.S. Marine Corps (USMC) unit for deployment. 3. GENERAL DESCRIPTION: In order to meet required individual and collective training standards (ITS/CTS) necessary to execute the unit?s mission essential tasks (MET) number one ? Conduct Raids, this command requires instruction in the following skills: 1) Dynamic Assault / Security Element (Raid Package) a. All weapons handling, safety procedures, firing techniques, and individual tactics are taught in accordance with the Program of Instruction at one of the USMC Special Operations Training Groups Dynamic Assault courses. b. Instruct on Initiative Based Tactics in accordance with the Program of Instruction at one of the USMC Special Operations Training Groups Dynamic Assault courses. c. The Primary Instructor and Assistant Instructor for this training must have direct experience as a former instructor at one of the USMC Special Operations Training Groups Dynamic Assault courses. d. The providing company must have successfully provided similar training to other Department of Defense units/individuals within the past two years. 4. SCOPE: Instruction on the following training tasks will be completed during the time periods indicated. Dynamic Assault / Security Element Course (USMC CQB & Raid Tactics) 16 Oct 06 ? 9 Nov 06 at Camp Bullis, Texas 120 Students All weapons handling, safety procedures, firing techniques, and individual tactics are taught in accordance with the Program of Instruction at one of the USMC Special Operations Training Groups Dynamic Assault courses. OBJECTIVE: The objective of this training is to fully prepare a Marine Reconnaissance unit for deployment. 6. APPLICABLE DOCUMENTS: The following references are applicable: A. MCO 3502.3A dated 10 Jan 01 MSPF Training Guidance B. Erratum to MCO 3502.2A dated 20 Aug 04 Special Skills Certification Program C. MCO 1510.101A dated 12 Sep 97 ITS for Marine Corps Special Skills D. MCO 1553.1B dated 24 May 91 Marine Corps Training System 7. SPECIFIC TASKS. The following tasks shall be performed independent of Government supervision, direction, or control: A. Travel to and from training location B. Arrangement for lodging and meals for instructors C. Provision of safety equipment for instructors D. Preparation and procurement of instruction materials 5. REPORTING REQUIREMENTS. The following reports will be made by the contractor on a daily basis: A. Completion of training events by each Special Skill as listed in Paragraph 3 ? ?Scope?. B. A final completion of training report indicating the cumulative special skills trained, and justification for any of the listed skills in Paragraph 3 ? ?Scope? which were not trained shall be submitted to the unit Point of Contact within five working days after the completion of each course. 6. QUALIFICATION REQUIREMENTS. A. Dynamic Assault / Security Element Course (USMC Close Quarters Battle & Raid Tactics) - The Primary Instructor and Assistant Instructor for this training must have direct experience as a former instructor at one of the USMC Special Operations Training Groups Dynamic Assault courses. The providing company must have successfully provided similar training to other Department of Defense units/individuals within the past three years. 7. PLACE AND PERIOD OF PERFORMANCE, WORK DAYS AND TRAVEL. A. Place of Performance: Building - Delta 01 (Zero One) Range Bravo Zero Camp Bullis, San Antonio Texas B. Period of Performance: Dynamic Assault / Security Element Course (USMC CQB & Raid Tactics) 16 Oct 06 ? 9 Nov 06 at Camp Bullis, Texas C. Work Days: Work days commence at 0700 and end at 2200 Monday through Saturday. Sunday is not a workday. D. Travel: The Contractor will be reimbursed for travel to provide support at a Government site. The contractor shall be reimbursed for actual allowable, allocable, and reasonable travel costs incurred during performance of this effort in accordance with the Federal Travel Regulations currently in effective on date of travel. 8. RESTRICTIONS. There are no known existing or potential conflicts of interest associated with this task. 9. SECURITY CLEARANCE. None required; the effort is unclassified. 10. PAST PERFORMANCE: Contractor must have provided similar training to other DOD agencies/individuals with the past two years. Contractor must provide at least two points of contacts for reference. 11. CAPABILITY STATEMENT. 4th Reconnaissance Battalion and I, II & III Special Operations Training Groups do not have the necessary in-house capability to perform the work specified in the statement of work. 15.
