- NASA/KSC has a requirement for a Fine Particle Analyzer with the following specifications: Requirements: A particle shape and size analyzer is required to measure and analyze the shape and size statistics for dry powders and dry soil consisting of fine particles. These powders will include simulated lunar soil and cryogenic insulation powder. The system must use optical methods to capture images of the particles and then perform analysis of the actual 2D images. The system must photograph and catalog very large numbers of individual particles at high speed (10?s or 100?s of thousands of particles per work shift). The system must continuously feed the particles into the imaging system automatically from a tray or hopper, and it must re-collect the material after it has passed in front of the imaging system. (For example, a typical microscope-based system where the operator is required to prepare individual slides for the imager is not an acceptable system due to the high demands on the operator.) It must be capable of analyzing particles between 2 and 1000 microns in diameter. The system must include a dispersing unit capable of separating agglomerated particles smaller than 50 microns. This disperser must consist of an air jet and vacuum system rather than a wet system, and it must be adjustable so that different powders with different cohesivity may be dispersed appropriately. As a minimum, the system must be capable of measuring and calculating the following parameters and statistics. These must be obtained from the 2 dimensional images that were captured from the individual particles: Measured Parameters: Length; Thickness; Area; Perimeter; Calculated parameters: Aspect ratio (length to width); Shape factor (area to perimeter); Width based on elliptic estimate; Calculated distribution parameters: Size distribution by area diameter, perimeter diameter, length, thickness, or box size ?results weighted by number or volume; Percent non-spherical particles; Percent non spherical by size channel ? volume or number distribution; Aspect ratio by size channel ? volume or number distribution; Mean size, D10, D90, Dxx-, Dxx+; Uniformity index; This data must be tabulated and provided in electronic format on a computer-based system controller. Onsite installation and instructions must be included in the quote. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotes (RFQ); quotes are being requested and a written solicitation will not be issued. The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The provisions and clauses in the RFQ are those in effect through FAC 2005-06. Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications ? Commercial Items with their offer.
