Description
8(a) COMPETITIVE ACTION. The Environmental Protection Agency has a requirement for on-site technical and ecological research support services for the Office of Research and Development, Mid-Continent Ecology Division - Duluth (MED-D),Large Lakes Research Station (LLRS), Grosse Ile, Michigan. Technical and ecological research support services include biology, analytical chemistry, physical, engineering, and mathematical modeling support and other general research support. This requirement includes all work carried out under the mission of LLRS which is to develop the technology to predict and assess the effects of multiple stressors on ecological resources. LLRS conducts mathematical modeling research, sample collection and analysis, aquatic toxicology and ecology studies of rivers and streams, wetlands, and lakes, with emphasis on the Great Lakes. The LLRS research areas that contractor activities support, include but are not limited to, Develop, modify, revise, update, maintain, program or otherwise operate mathematical modeling methods pertaining to the Great Lakes Research Program; Develop and apply ultra-trace level analytical methods for environmentally occurring chemical contaminants; Develop interdisciplinary approaches to planning, collecting, and providing physical, chemical and biological data for mathematical model input and validation. The contractor shall provide individuals such as Biologists, Inorganic/Organic Chemists, and Mathematical Modelers at LLRS who shall undertake efforts that include, but are not be limited to: 1) physical, biological and chemical field sampling; 2) biological and chemical analysis; 3) new instrument and method validation or instrument installation; 4) maintenance and enlargement of databases; 5) develop, modify, revise, update, maintain, program or otherwise operate mathematical models pertaining to the Great Lakes Research Program; 6) statistical analysis; 7) bioassays and specialized quality assurance analysis; and 8) related services to include presentation of findings at scientific meetings. The applicable NAICS is 541710 with a size standard of 500 employees. EPA has determined that this action will be processed as a competitive 8(a) set-aside. This requirement is a follow-on to contract number 68-D01082 with Welso Federal Services. It is anticipated that the contract will have an effective date of October 1, 2006. EPA anticipates award of a cost-plus fixed-fee, level-of-effort term type contract with a 12-month base period and four (4) option periods of 12 months each. The base period and each option period will consist of approximately 13,440 hours with an option for 6,720 hours. The RFP No. PR-NC-06-10348 will be available on or about 04/24/2006. Proposals will be due approximately 30 days after the RFP issue date. No further synopsis will be issued. The solicitation and any subsequent amendments will be available via the EPA Website at http://www.epa.gov/oam/rtp_cmd only. Hard copies or diskettes will not be available. Telephone and fax request will not be honored. It will be your responsibility to frequently check the same site for any amendments.
