Description

THIS MODIFICATION CHANGES THE ON OR ABOUT DATE SOLICITATION WILL BE ISSUED, PROPOSAL RECEIPT DATE, AND THE CONFERENCE/SITE VISIT DATE. This acquisition is for an Indefinite Delivery Indefinite Quantity contract to repair and construct pavements at March Air Reserve Base, California. The scope of work includes, but is not limited to (1) repair, replace, and/or construct pavements, roads and parking areas (2) repair, replace and/or construct airfield pavement, and (3) additional miscellaneous work such as pavement markings, curbs, gutters, sidewalks, install traffic signs etc. The solicitation will be issued under the Small Business Competitive Demonstration Program and the Government anticipates awarding a base period from the date of award through 30 July 2007, with four one-year options that will result in a fixed price indefinite delivery indefinite quantity contract. The magnitude of the maximum amount is between $1,000,000 and $5,000,000 including all options. The applicable North American Industry Classification is 23710 and the size standard is $28,500,000. The contractor must be licensed by the state of California in earthwork and paving (C12) classification to be eligible for award. The prime contractor shall be required to perform on site and with its own organization at least sixty five (65) percent of the total amount of the work to be performed under the contract. A bid bond is required for the guaranteed minimum amount. The sealed bid will be awarded without discussions to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government considering price and price-related factors. This solicitation will be issued electronically on or about 16 AUG 06, on the Federal Business Opportunity web page at http://www.FedBizOpps.gov, with a proposal receipt date on or about 12 SEP 06. Paper copies will not be available. After the solicitation is posted, interested parties are cautioned to review this site frequently for any updates/amendments. NOTE: All prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for contract award. Registration may take up to three weeks to complete, so we recommend immediate attention to ensure eligibility. For registration, go to http://www.ccr.gov and follow the instructions. A proposed conference/site visit will be held on 29 Aug 06, at 0900. Interested parties will meet in the Operational Contracting Office conference room, 1940 Graeber Street, Building 449, March ARB CA. Potential offerors planning to attend the pre-proposal conference are request to submit the participant’s name(s) to martha.odonnell@march.af.mil after the procurement package has been downloaded. This solicitation is unrestricted and all responsible sources may submit a bid, which shall be considered by the Government.
