- Description This is a combine synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included with this notice. This announcement constitutes the only solicitation; proposals are being requested and and a written solicitation will not be issued. The Federal Bureau of Prisons, Tucson, Arizona is issuing Request for Quotation, RFQ 61503-024-06. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular, 05-09. This solicitation is restricted to 100% Small Business with NAICS code 441229 and size standard of $6.5 million. The following is the description of the requirement for 18(ea) Industrial swamp coolers: : The evaporative cooler shall be a self contained, single housing unit consisting of a minimum of a "wet section" and "fan section". The "wet section" shall consist of cooling media, water delivery system and any selected accessories. The "fan section" shall consist of a fan (blower), motor, drive arrangement and any selected accessories to deliver specified air volume against specified static pressure. The wet section and fan section shall be constructed from Stainless Steel grade 304 unless otherwise specified. 1.0 HOUSING: 1.1 The "fan section" shall be constructed from Stainless Steel, grade 304 natural 2B bright finish. The entire housing shall be constructed in one piece and supported on special designed hat sections built into the housing floor. The housing shall be airtight and waterproof. 1.2 A lift-off or hinged access panel shall be provided in the fan housing with an opening of 20" wide X 60" high, or height of fan housing if less than 60" high. The access panel shall be formed to preclude air or water leakage into the interior of the housing. The opening shall be in line with the blower to allow for service of the motor, belt adjustment, bearings and possible shaft replacement. Double access panels (one full size panel on each side of dry housing) are available as option. 1.3 The wet section (evaporative cooling module) shall be constructed from Stainless Steel grade 304 consistent with the fan section. It shall consist of a sump, sides and top. A side lift-off panel for media access and service of the float valve assembly for make up water shall be provided on model 160. A top removable panel is provided for other models. Removal and replacement of the media can be made through either a side lift off panel or top removal. The wet section shall be permanently attached to the fan section housing by mechanical fasteners or welding. Internal components of the wet section shall be cooling media, water delivery system, internal plumbing including a header pipe, make-up water, overflow and drain fittings. Refer to section 3.0 for further details. ? 2.0 FAN SECTION: 2.1 The blower (fan) shall be centrifugal type, double width, double intake, forward curve as specified and shall be capable of delivering air volume at external static pressure as specified. The blower (fan) shall be tested in accordance with AMCA 210 standards and shall be mounted in arrangement 3 configuration. Standard discharge mode shall be horizontal. The blower (fan) shall have a solid, ground and polished steel shaft with a lubricable self-aligning type bearing on each end. 2.2 Blower (fan) motor shall be open drip proof (ODP) or totally enclosed fan cooled (TEFC) type as specified and sized to drive the blower (fan) at specified capacity without exceeding nameplate rating. Service factor of the motor shall be 115% of nameplate rating. Electrical characteristics of the motor shall comply with available electrical service as specified. 2.3 Motor mount shall be adjustable to allow for drive belt tension and alignment. 2.4 Blower (fan) sheave shall be non-adjustable v-groove type selected to provide necessary blower (fan) RPM. 2.5 Motor sheave shall be non-adjustable v-groove type selected to provide necessary blower (fan) RPM. ? 3.0 EVAPORATIVE COOLING MODULE (Wet Section): 3.1 The wet section shall be constructed from Stainless Steel, grade 304. The outer housing shall consist of a sump, sides and top. An externally mounted access panel or removable panel shall be provided for access to and adjustment of the float valve assembly. The housing shall also provide a method of cooling media access and removal. Standard removal method is through a side lift off panel on model 160. Top removal is provided on the other models. All metal in the wet section shall be Stainless Steel, grade 304. 3.1a Sump construction shall include TIG (fusion) welded corners and joints. The sump shall be leak proof without the use of fillers, sealants or coatings. A media support channel with punched holes on a staggered pattern shall be included. This channel shall extend across the full width of the media. The channel shall provide a minimum of 50% open area for water to flow freely from the media into the sump. 3.1b An air bypass inhibitor plate shall be provided from the intake bottom of the media, extending into the water to preclude any untreated air flow under the media. 3.1c Stainless Steel couplers with female pipe thread shall be welded into the sump and side to provide for make-up water (1/2"), overflow (1") and drain (1). 3.2 Water distribution system shall be pump re-circulating system with mechanical float valve assembly to maintain water level in the sump. Standard motor voltage shall be 208/230-460, 3 phase, 60 hertz. Motor horsepower shall be as noted in the schedule. A bleed-off system with metering valve shall be provided. Bleed-off rate should be set at minimum of 20% of evaporation rate. Pump shall be sized to deliver water flow rate at the head and pressure required. Flow rate shall be determined at three (3) times the evaporation rate plus the bleed-off rate. Pump housing must be glass filled thermoplastic or polypropylene construction with cast bronze or polypropylene impeller and shaft. 3.2a Internal plumbing shall be PVC schedule 40 sized to meet flow rate demand unless otherwise specified. A balancing valve shall be provided in the riser pipe between the source and header to regulate water flow over the media. Header pipe shall contain drilled and cleaned orifice holes sized to assure proper water flow over the media. Water from the header pipe shall be discharged upwards against a stainless steel deflector to redirect the water from the header pipe back onto the media evenly across its' full width. A PVC union shall be provided in the riser pipe below the header pipe to facilitate removal of the header pipe. 3.3 Cooling media shall be Glacier-Cor(tm) (G-C) rigid media, 12" thick or equal. This media is a cross- fluted pad of cellulose material impregnated with anti-rot salts and rigidifying saturants and wetting agents with at least 123 square feet of evaporative surface area per cubic foot of media. The transverse flutes shall be 450 and 150 with water flow in the direction of the 450 flute and air flow in the direction of the 150 flute. Media shall have no more than .315" w.g. air pressure drop at 500 feet per minute face velocity and shall develop a saturation efficiency of not less than 90% for 12" thick media. 3.3a Media access and removal shall be accomplished through a removable side or top panel provided for this purpose. Model 160 uses a side lift off panel . Delivery to be FOB Destination, with required delivery date of December 8, 2006. Delivery will be made to the Federal Correctional Complex, 9300 S. Wilmot Rd., Tucson, AZ 85706. The provision 52.212-1, instruction to Offerors-Commercial, applies to this acquisition. Provision, 52.212-2, Evaluation of Commercial Items, is applicable to this solicitation and the award will be based on 75% price and 25% warranty. Clause 52.212-4, Contract Terms and Conditions applies to this acquisition, as well as clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items.
