Description
SOURCES SOUGHT SYNOPSIS (Not a Notice of Solicitation) The Space and Missile Systems Center (SMC) Space Superiority Materiel Wing intends to procure a sole source 8(a), IDIQ contract with the TMC Design to provide support for the Space Test and Training Range. Specifically the Air Force intends to contract for design and development of third generation Mobile Communication and Analysis and Test System (MCATS III) and Space Range Operations Center, and provide sustainment for STTR activities. Attached to this announcement is further detail of the proposed acquisition. The Period of Performance for this effort is expected to be five years. Any information submitted by respondents to this sources sought synopsis is voluntary. The Air Force does not intend to award a contract/order on the basis of this sources sought synopsis or otherwise pay for the information solicited. Respondents should not construe this synopsis as a commitment by the Air Force for any purpose. The NAICS code for this effort is 541710 with a size standard of 1000 employees. Capabilities Package: All interested 8(a) firms shall submit a capabilities package that explicitly demonstrates capabilities and expertise related to this effort and is fully responsive to the Attachment. Statements of Capabilities are limited to 10 pages and will only be accepted from qualified 8(a) firms. Responses shall be received not later than 3:00 P.M., Pacific (Local) Time, 8 Nov 2006. All responses will receive an email confirmation of their response. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. The Ombudsman does not participate in the preparation of solicitations, evaluation of proposals or source selection process and does not diminish the authority of the contracting officer. Mobile Communication and Analysis and Test System (MCATS): Design, develop, build, test, and deliver a third generation MCATS (MCATS III) to support the U.S. Air Force Space Test and Training Range (STTR). Provide initial Level I and Level II training for USAF operators. The STTR provides range customers with realistic SATCOM environments to support their events. Signal environments encompass the ability to emulate typical SATCOM signals both from their spectral presentation and representative traffic over typical SATCOM commercial and military satellites. Since space environments are event specific and vary from event to event, MCATS III requires the flexibility to configure for different space environments. MCATS III must be able to generate a variety of signal types and the capability to transmit a sufficient number of signals to provide representative transponder loading in both bandwidth and power. At a minimum, MCATS III must produce between 50 and 100 simultaneous satellite signals to at least two satellites in any combination of X, C, Ku, and television (analog and digital) signals. MCATS III will also include a complete suite of communications methods to provide range control and interconnection with other USAF and national ranges. These communication methods include Public Switched Telephone System (PSTN), Defense Switched Network (DSN), Digital Inmarsat Terminals, Iridium Handsets, Cellular / Wireless Handsets, Ultra high frequency (UHF) / very high frequency (VHF) Radios, and Nevada Test & Training Range (NTTR) UHF trunked land mobile radios. MCATS III must be equipped with signal measurement and analysis capability to provide timely information to the range operator to detect and issue cease operations commands (aka "cease buzzer"). B. Space Range operations Center (SROC): Design, develop, build, test, and install equipment in a facility at Schriever AFB, CO that replicates the MCATS III capability in a fixed location with the addition of equipment and capability to perform the range scheduling functions. C. Sustainment: Provide sparing and repairing for STTR systems. At a minimum these systems include: MCATS I, II, III, and the SROC; and optimally include the Terrestrial Based Transponder (TBT). D. Security and Other: A minimum of two persons for this effort must possess a DOD TOP SECRET/SCI security clearance and the information required by numbered note 25.
