Description

Work shall include the following three categories: (1) IDC Protective Coatings NAICS 238320 (2) IDC Interior Finishes, Military Family Housing NAICS 238320 and (3) IDC Runway Rubber Removal NAICS 237310. IDC PAINT/PROTECTIVE COATINGS: Furnish all plant, labor, equipment and materials (except Government-furnished materials) for the execution of painting and protective coatings; pavement markings applicable to existing roads and parking lots, (including aircraft runway, taxiways and parking aprons); exterior signage (fabrication and installation). IDC INTERIOR FINISHES (MFH): Furnish all plant, labor, equipment and materials for the execution of interior painting of various Military Family Housing (MFH) units at McChord AFB, WA. IDC RUNWAY RUBBER REMOVAL: Furnish all plant, labor, equipment and materials (except Government-furnished materials) to remove rubber build-up from runway landing areas and the B/F/G intersection and provide painted pavement markings. JOINT BASE LEWIS/MCCHORD: McChord Air Force Base and Fort Lewis are in the process of combining various functions and requirements as a result of the Base Realignment and Closure (BRAC) Joint Basing guidelines. This contract may add the requirements of Fort Lewis to this McChord contract at a subsequent time or in a subsequent option year, or the requirements of this contract may be added to a Fort Lewis contract at a subsequent time in which case an option to this contract may possibly not be exercised. Any additional requirements may increase quantity of work or the number of positions. Any additional work may not necessarily change the scope as to tasks performed. MFH PRIVATIZATION: Congress has mandated the privatization of McChords Military Family Housing (MFH); however, the timetables are largely unknown and outside the span of control of McChord AFB. It is anticipated that this conversion will begin on or about 1 October 2007. Only one (1) award will be made using Price Performance Trade-Off procedures in accordance with FAR 15 and the terms in the RFP. The term is anticipated for one base and four option periods. This will be a requirements-type contract awarded unrestricted in accordance with the Small Business Competitiveness Demonstration Program. The magnitude of construction is between $1,000,000.00 and $5,000,000.00. The exact closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including specifications and drawings, will be made available only on the Federal Business Opportunities web site at http://www.fedbizopps.gov/. Potential offerors are responsible for monitoring this site for the release of the solicitation package, which should be on or about 23 October 2006 and any other pertinent information and for downloading their own copy of the solicitation package and drawings. Potential offerors MUST register at http://www.fedbizopps.gov/ in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the Central Contractor Registration database and ORCA database or their proposal will not be considered. Contractors can obtain further information on the Central Contractor registration (CCR) and ORCA registration at web site http://www.ccr.gov/ and http://orca.bpn.gov/. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
