Description

The work consists of designing and building a new 300 member 38,483 SF Army Reserve Center (ARC), 4,899 SF Organizational Maintenance Shop (OMS) and a 2,279 SF Unheated Storage Facility (UHS) located in Erie County, Pennsylvania, near the City of Eri e. The buildings will be permanent construction with reinforced concrete foundations, concrete floor slabs, mechanical systems including air conditioning and electrical systems. Supporting facilities include site preparation, paving, fencing, landscaping and extension of utilities to serve the project. Furniture will be purchased by other contract. This solicitation also contains option items. These items are: 1) Asphalt paving of MEP lot, 2) Heated Unit Storage Area of AR Center, 3) Construct sloped 3 /12 Asphalt Shingle Roof on AR Center, and 4) Sloped 3/12 Asphalt Shingle Roof on (Unit Storage Area of the AR Center). This project is scheduled for award in December 2006. Contract duration is estimated at 540 days. The estimated price range is between $5,000,000.00 and $10,000,000.00. Evaluation factors are Construction Experience, Design Experience, Technical Approach, Past Performance of Prime Contractor and Design Contractor in projects similar in scope and dollar value to this project, Utilization o f Small Businesses. The Subcontracting Plan for Large Businesses Target Goals  Small Business -51.2%, Small Disadvantaged Business  8.8%, Woman-Owned Small Business-7.3%, Hubzone Small Business  3.1% and Service Disabled Veteran Owned Small Business  1 .5%. Project documents will be available approximately 23 October 2006 by Compact Disk (CD) and web only. The proposal due date is approximately 21 November 2006 at 4:00 P.M. Louisville time. A pre-proposal conference will be held at the Reserve Center l ocated at1928 Wager Road, Erie, PA 16509-4054, 1:00 pm, local time on October 31, 2006. Requesting the CD for this project requires registration at the Federal Technical Data Solutions (FedTeDS) website at http://www.fedteds.gov. Downloads are available only through the FedTeDS website. This announcement serves as the advance notice for this project. Amendments will be available from the FedTeDS website by download only. Note: This is a Full and Open Procurement; however, in accordance with Federal Acq uisition Regulation 19.1307(b), this project requires the HubZone 10% price evaluation preference.
