- Pursuant to OMB Circular A-76 (May 29, 2003 revision), this synopsis represents the formal public announcement and official start date of a standard competition on commercial activity functions currently performed by federal government employees for the field file disclosure function of the Regional Attorneys within the Office of General Counsel (OGC) and the Office of Field Programs (OFP), components of the U.S. Equal Employment Opportunity Commission (EEOC). The field file disclosure function includes support for Freedom of Information Act (FOIA) requests and Section 83 of the EEOC Compliance Manual (5/92) file disclosure requests. OGC has the responsibility to oversee the EEOC?s disclosure of administrative files under FOIA. EEOC processes over 17,000 FOIA requests each year; the number processed by each field office varies widely. OFP has the responsibility to oversee the EEOC?s disclosure of administrative files under Section 83 of the EEOC?s Compliance Manual. EEOC processes over 7,000 Section 83 requests each year; the number processed by each field office varies widely. FOIA and Section 83 requests are currently being processed by 40 Civil Service full-time equivalents (FTE). The file disclosure work is currently performed at 53 offices across the country. The scope of the project includes the following requirements: capturing and controlling requests from multi-sources throughout the life-cycle of the request and subsequent requests on the same administrative file; obtaining and controlling administrative files from the appropriate locations; capturing the requested materials from the administrative files; redacting information as required; assembling the response and administrative files for government quality assurance review and signature; mailing responses; reporting performance metrics; providing copies of disclosed materials; calculating, collecting, and processing fees; and returning the administrative files to the appropriate location. A Pre-Solicitation Conference will be conducted at the U.S. Equal Employment Opportunity Commission, 1801 L Street NW, Washington, DC 20507 on March 12, 2007 at 10:00 AM. The anticipated solicitation release date is on or about July 11, 2007. The solicitation will be posted at www.fbo.gov. In accordance with Attachment B, Part B.1 of OMB Circular A-76 dated May 29, 2003, the following additional information is provided: Competitive Sourcing Official (CSO), Mr. Anthony Kaminski; Contracting Officer (CO), Mr. Gregory Browne; and Agency Tender Official (ATO), Mr. Steve Stromberg.
