- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for: Two Each Electric vehicle(s). Electric vehicle means a motor vehicle that is powered by an electric motor that draws current from rechargeable storage batteries, fuel cells, or other sources of electrical current. Electric Vehicle Requirements: The vehicle must be a four-wheeled electric vehicle as defined above. The speed of the vehicle must be at least 35 mph. The range of the vehicle must be at least 25 miles. The time to recharge the batteries must be less than 12 hours. The vehicles must be equipped with headlamps, stop lamps, turn signal lamps, tail lamps, reflex reflectors, parking brakes, rearview mirror, left and right side mirror, horn, windshields, windshield wipers, windshield washer system, windshield defogger, seat belts, dome light, grab handles, radio (AM/FM), maintenance-free batteries, pneumatic tires, carpeting or scuff guards on floor, and vehicle identification numbers. The vehicle must protect occupants from the elements (rain/hail) and be either 2-door or 4-door models. Auto safety glass must be used in all windows. Battery life of 3 years minimum The vehicle must accommodate a driver and three adult passengers. Instrumentation must display vehicle speed and level of battery charge remaining. Audible warning must be emitted when backing up vehicle. Standard driving control layout must be used with the steering wheel for the left front seat and a brake pedal to the left of the accelerator pedal. The vehicle charging cord must be GFCI protected and the charging system must accept standard 110V AC outlets as the power source for recharging the vehicle. A key must be used to turn on the vehicle. Last item. The provisions and clauses in the RFQ are those in effect through FAC 2005-13 This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 3336322, 750 employees respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to KSC, FL 32899 is required within 30 days ARO. Please indicate delivery date in your response. Offerors shall provide the information required by FAR 52.212-1 (JAN 2005), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer.
