Description
NASA has a requirement for extended Mission Operations and Data Analysis (MO&DA) services for the Thermosphere-Ionosphere-Mesosphere-Energetics and Dynamics (TIMED) mission. This acquisition will be for an additional four years of MO&DA under the existing NASA contract NAS5-97179. The Contractor will be responsible for operating the TIMED mission and ensuring it meets its intended science requirements. The Contractor shall provide the personnel, facilities, materials, ground station, ground support equipment and other items required to accomplish MO&DA. The Mission Operations Center (MOC), which is the primary ground station, and a Mission Data Center (MDC) shall be located at the Contractor's facility. The instrument Payload Operations Center and Data Processing Center shall be located at the facility of each Principal Investigator or Co-Investigator. The Contractor shall provide mission science planning, mission operations, and spacecraft engineering supporting the TIMED MOC and MDC. The Contractor shall provide technical and scientific oversight for TIMED investigators and manage interfaces with the TIMED spacecraft, the MOC, and the Points of Contact. NASA intends to purchase the services from the Johns Hopkins University Applied Physics Laboratory (JHU/APL). The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), Only One Responsible Source. JHU/APL has been responsible for designing, developing, fabricating, assembling, integrating, testing and storing the TIMED Observatory consisting of a spacecraft and four flight instruments. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 20, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
