Description

Note 22 applies. The Government intends to negotiate a sole source contract with Scientific Atlanta of Lawrenceville, GA to upgrade the existing Scientific Atlanta MPEG-2 PowerVu plus encoding transmission system from a 1:4 to a 2:12. Scientific Atlanta is the only firm capable of providing the necessary equipments compatable with the existing Scientific Atlanta equipment presently used by the American Forces Network (AFN)and guaranteeing compliance with Scientific Atlanta's proprietary conditional access to AFN programming. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
