- The United States Agency for International Development (USAID) has a requirement for Economic Growth, Agriculture, and Trade international activities. The resulting contract will be called the Business Growth Initiative (BGI) Project: Increasing Private Sector Growth through Best Practices in Enterprise Development. The USAID Bureau for Economic Growth, Agriculture, and Trade (EGAT) is dedicated to reducing poverty and promoting prosperity in developing and transition countries. EGAT is the operational unit with the mandate to address all global economic policy issues contemplated in USAIDs Policy Framework for Bilateral Foreign Aid. The Economic Growth Office (EGAT/EG) is mandated to assist USAID Missions worldwide in developing and implementing economic growth initiatives. EGATs goals are to raise incomes, end hunger, protect the environment, and equip institutions and people with the knowledge and skills to build equitable and sustainable economies and societies. The purpose of the BGI Project is to support USAID Missions in promoting best practices in enterprise development in specific USAID presence countries and to build a community of practice for enterprise development within the broader development community. Offerors shall be expected to provide a range of services to USAID Missions and to USAID/Washington that will support this purpose. The objectives of the BGI Project will include (1) disseminating best practices through documents, workshops, and participation in other forums; (2) conducting further research on trends and specific aspects of enterprise development; (3) producing and disseminating technical briefs on specific topics of interest to USAID Missions and the broader enterprise development community of practice; (4) promoting the application of best practices to USAID Missions in the design of enterprise development projects; and (5) providing technical assistance in the design and evaluation of pilot demonstration projects for USAID Missions that will exemplify the application of best practices in enterprise development. USAID intends to award a Hybrid (i.e. Firm Fixed Price (Labor) Level of Effort Completion and Cost Reimbursement (Other Direct Costs/Travel)) Contract through a restricted small-business set-aside best-value competition. The contract will be for a period of two base years with three one-year options with a total estimated value of $4,000,000. USAID anticipates issuing the request for proposals on or about May 2, 2006 with an estimated response date of May 31, 2006. Proposals will only be accepted from small businesses. The solicitation will be available on or after May 2, 2006 and will be posted solely on www.fedbizopps.gov. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this website. The North American Industrial Classification System (NAICS) Code for this acquisition is 541611 with a small business standard size of $6.5 million.
