Description
This is a synopsis for an unrestricted procurement for engineering and test support on DSCC managed spare/repair parts as specified by the Defense Supply Center Columbus, 3990 E. Broad St., Columbus, OH 43218-3990. The contractor shall provide, in house, at one location, complete operating facilities, including all of the major test equipment and instrumentation, and personnel with the necessary expertise to perform first article, production lot sample and special testing in the required turn around time. This testing may cover any of the parts, types of equipment, assemblies or systems procured by DSCC. Testing shall be in accordance with all applicable drawings, specifications or as specified by DSCC. If specification or data packages are not already stated, the contractor personnel at the contractor's facilitiy must be able to perform or assist in the performance of system, environmental, mission analyses in conjunction with DSCC to develop and appropriate specifications and tests. The contractor shall have the capability of designing and fabricating automated electrical, electronic, mechanical and hydraulic systems and item input/output interfaces and data acquisition systems together with associated test fixtures, instrumentations, sensors and software. The contractor shall provide test, evaluation and engineering services as required to support the acceptable spares, including reverse engineering efforts, failure investigations, surveys of suppliers and corrective actions, evaluations of drawing data packages for tolerances, manufacturing processes, materials, etc., that may effect quality of parts. The contractor shall have a computerized system for tracking the spare parts that are undergoing testing. Offerors must provide proof that their facilities and personnel have been previously approved by the Government. Offerors must provide proof that their computer system is compatible with DSCC's computer system and proviously approved by the Government. FOB point shall be destination. Solicitation will be issued on Oct. 23, 2006 and offers will be due by 1:00 PM EST, November 15, 2006.
