Description
The Natural Resources Conservation Service is seeking qualified Land Surveying firms to perform surveying services on a parcel of land located in Cumberland County, NJ. The survey will be used by the NRCS as part of the process of obtaining easements under the Wetland Reserve Program (WRP). Successful surveyors or surveying firms will provide complete Right-of-Way/Easement surveys of the parcel located in Cumberland County, New Jersey. The survey will conform to the Rules and Regulations for Land Surveyors in the state of New Jersey. CONTRACT INFORMATION: The government contemplates the award of one (1) fixed-price contract resulting from this competition. Price range for this project is between $25,000 and $100,000. PRE-SELECTION CRITERIA: Offerors must either be licensed in the state of New Jersey or have a licensed Professional Land Surveyor on staff that is licensed to practice in the state of New Jersey. This individual must have been licensed in the state of New Jersey for a minimum of five (5) years. Offerors must have been in business for a minimum of five (5) continuous years, performing Right-of-Way/Easement surveys in the state of New Jersey. Offerors must be registered in the Federal Government's Central Contractor Registration list (CCR). For information regarding registration, contact the CCR Web Site at: http://www.ccr.gov. QUALIFICATION SUBMITTALS: Those firms that meet the requirements described and wish to be considered for qualification must submit the required information to Lenora Jordan, Contract Specialist, Natural Resources Conservation Service, 220 Davidson Avenue, 4th Floor, Somerset, NJ 08873. Responses must be received by this office no later than 2:00 p.m., November 6, 2006. Any incomplete responses or responses received after this time will not be accepted and will be returned to the offeror. Offerors should submit one (1) original and three (3) copies of the following: 1. Standard Form (SF-330), Parts I and II. The SF-330 must clearly indicate the principal office location where the work will be performed and the qualifications of the key personnel proposed to work on the contract showing all disciplines, all subcontractors, as well as their geographical locations. To be considered for qualification, offerors should include four example projects in Section F that best illustrate the proposed team's qualifications for performing the Right-of-Way/Easement survey work required. Note: submitting less than four example projects could result in a lower evaluation score. All parts of the SF-330 must be completely and accurately filled out with no missing or out of date information. Incomplete forms will not be accepted and will disqualify the offeror from the competition. 2. Offerors must either be registered or have a registered Professional Land Surveyor on staff that has been licensed in the state of Delaware for a minimum of five (5) years that will certify all work that will be performed by the offeror. Submit the name, registration number, and date of registration of this individual. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to years of experience, specialized technical expertise, the geographic location of the firm, or other requirements listed. Selection of firms for price negotiation shall be through an order of preference based upon demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required. EVALUATION FACTORS: All firms responding to this announcement will be evaluated on the following factors, which are shown in descending order or importance. 1. Professional qualifications necessary for satisfactory performance of the required services (25%); 2. Specialized experience and technical competence in the type of work required (25%); 3. Capacity to accomplish the work in the required time (20%); 4. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules (10%); 5. Geographical location to areas where the work will be required (10%); 6. Demonstrated experience with similar types of projects in the state of New Jersey (10%).
