- This is a SOURCES SOUGHT NOTICE to determine the availability of small businesses currently eligible under the Small Business Administration's 8(a) program having the capability to provide logistical and technical services. The successful offeror will organize and conduct work group meetings composed of drug abuse researchers during which the epidemiology of drug abuse will be discussed and produce meeting reports; provide research analysis, consultation and technical support for planning and implementing small studies such as qualitative investigations utilizing key informants, secondary data analysis or literature/media reviews to address emerging drug abuse problems; provide technical assistance for epidemiology work group capacity enhancement; and identification of effective methods for communicating drug abuse epidemiologic information. The National Institute on Drug Abuse (NIDA) seeks capability statements from qualified 8(a) organizations with experience in conference planning/management in addition to experience in research methodologies related to substance abuse, national drug abuse epidemiologic and ethnographic research programs and activities, concepts and terminology in the field of drug abuse, and knowledge of producing scientific reports. Capability statements sent should include information relevant and specific in the technical area under consideration, on each of the following qualifications: (1)Experience: An outline of previous similar projects, specific experience in the area of drug abuse epidemiology and qualitative research methods, conference management and the production of scientific reports in the field of drug abuse and information technology. (2) Personnel: Name, professional qualifications and specific experience of individuals who may be assigned as project director and other key positions; (3) Facilities: Availability and description of facilities and equipment committed to this type of work; (4) Any other specific and relevant information about this particular area of procurement that would improve our consideration and evaluation of the information presented is desirable. Organizations should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but not be limited to, contracts both Government and commercial the organization performed, references, i.e., names, titles, telephone numbers and any other information serving to document the organization?s capability, e.g., awards, commendations, etc. THIS IS NOT A REQUEST FOR PROPOSAL. This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent for the Government?s use. Any proprietary information should be so marked. Small 8(a) business concerns that believe they possess the capability necessary to successfully undertake the work described above should submit an original and two (2) copies of their capability statement by October 12, 2006. The North American Industrial Classification System (NAICS) code is 541611; small business size standard is $6.5 million. Capability statement must provide the following: 1) company name and address; 2) point of contact, 3) phone/fax/email; 4) NAICS Codes, 5) business size and status, and 6) capability information in response to the requirement; and (7) in addition to your 8(a) status, identify if you are also a veteran-owned, service-disabled veteran-owned, HUB Zone or women-owned 8(a) business concern.
