- (I) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; pro posals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quote (RFQ). Submit written quotes on RFQ reference number W912L2-07-T-0002. (III) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. (IV) This solicitation is being issued as notification; the associated NAICS code is 561720. The size standard is $15 Million. This is a 100 percent Small Business Set-A-Side. (V) This combined synopsis/solicitation is for the following commercial item: Janitorial Services. (VI) Description of Non Personal Services are as follows: 1.0 GENERAL 1.1 Scope of Work. The contractor shall provide all personnel, equipment, tools, supervision, transportation, and other items and services necessary to provide housekeeping services at the ANG AFRC Test Center, located at 1600 E. Super Sabre Drive, Bldg. 10, Tucson, AZ, 85706. This contract shall cover the period set forth in the contract. The approximate square footage of cleaning space is 17,729 which are about 95 total rooms to include closets. The room count includes 2 kitchenettes, 2 bathrooms, and 2 locker rooms. There are 8 Toilets, 4 Urinals, 4 showers, 2 kitchen sinks, 1 utility room sink, and 4 water fountains. AATC hosts an annual Weapons and Tactics conference and will require 1 week of additional support which will equate to two full time employees (80 hours total) supporting multiple buildings on the ANG base as directed. 1.2 Compliance with applicable Federal, State, and Local Requirements. In performing work under this contract, the Contractor shall comply with all relevant Federal, State, and Local statutes, ordinances, laws, and regulations. The Service Contract Act a pplies and Wage Determination # 2005-2025 Rev 1, AZ, Pima County Occupation 11150 Janitor $9.03 minimum wage rate and benefits applies until revised by Department of Labor (DOL). DOL wage determination will be provided upon request and included in contrac t. 2.0 PERSONNEL 2.1 Contract Manager. The Contractor shall provide a contract manager who shall be the point of contact during the performance of work. The name of this person and alternate(s) who can act for the Contractor when the manager is absent shall be designated in writing to the Contracting Officer. 2.1.1 The Contract Manager or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operations of this contract. 2.1.2 The Contract Manager or alternate shall be available during normal duty hours, and must be prepared to meet on the installation with Government personnel designated by the Contracting Officer to discuss problem areas. 2.1.3 The Contract Manager or alternate must be able to read, write, speak, and understand the English language. 2.2 Appearance. Contractor personnel shall present a neat appearance and be easily recognized. This may be accomplished by wearing distinctive clothing bearing the name of the company or wearing name badges, which contain the company name and employee na me. 3.0 CLEANING TASKS 3.1 Low Dusting. After dusting, no dust, lint, litter, or dry soil shall remain on the horizontal surfaces of desks, chairs, file cabinets, or other types of office furniture and equipment nor on horizontal ledges, window sills, mini blinds, hand rails, e tc., to a line 7-0 above the floor level. Typewriters, business machines, computers, and equipment of similar nature shall not be dusted. 3.2 Trash Removal. All wastebaskets, shredders, cigarette butt receptacles, (ash trays, butt cans, etc.), and other trash containers within the are a covered shall be emptied Dailey, and returned to their initial location. Boxes, cans and papers, placed near a trash receptacle and marked TRASH shall be removed. Any obviously soiled or torn plastic trash receptacle liners in such receptacles shall be replaced. Trash shall be disposed of in plastic bags secured with bag ties. The Contractor shall pick up any trash that may fall onto the facility or grounds during the removal of such collected trash. The trash shall be deposited in the nearest outs ide trash collection point. Recycled can containers shall be emptied and cans removed by the contractor. 3.3 Mop Floors. All accessible solid floor areas shall be mopped. These areas shall be waxed and maintained as appropriate. Chairs, trash receptacles, and easily movable items shall be moved and replaced after mopping. After mopping or waxing, the floo r shall have a uniform appearance, with no streaks, swirl marks, detergent residue, or any evidence of soil, stains, film, debris or standing water. There shall be no splash marks or mop streaks on furniture, walls, baseboard, etc., or mop strands remaini ng in the area. DO NOT mop wood or carpeted floors. 3.4 Sweep Floors. After the floor has been swept, the entire floor surface, including corners and abutments, shall be free of litter, dust, and foreign debris. Chairs, trash receptacles, and easily movable items shall be removed and replaced after sweepi ng. 3.5 Walk-off Mat Cleaning. Carpet type entrance mats shall be vacuumed to remove soil/grit and to restore resiliency of the carpet pile. Straw, rubber, or polyester entrance mats shall be swept, vacuumed, or hosed down outside to remove any soil/grit. S oil and moisture underneath entrance mats shall be removed and mats shall be returned to their normal locations. 3.6 Floor Maintenance. Areas accessible to floor machines shall receive floor maintenance. After receiving floor maintenance floors shall have a uniform appearance, and be free of scuffmarks, heal marks, and other stains and discoloration. All floor mai ntenance solutions shall be removed from baseboards, furniture, trash receptacles, etc. Chairs, trash receptacles and easily movable items shall be moved to allow maintenance underneath. Any items moved shall be returned to their proper position when ope rations have been completed. Floor maintenance includes the techniques of dry buffing, spray buffing, stripping, and waxing as required to achieve the above stated results. The techniques used depend upon the materials, equipment, and personnel used to d o the job. The Contractor needs to apply the techniques to the effected areas, as required, not necessarily to the entire floor to return the floor to the expected standard. 3.7 Carpet Cleaning. All carpeted areas shall be vacuumed to remove soil/grit and to restore resiliency of the carpet pile. All edges of carpet shall be vacuumed to remove soil/grit at the baseboard. All soil/grit underneath movable carpets/rugs shall be removed and the movable carpets shall be returned to their original locations. 3.8 Rest Rooms and Locker Rooms. Tasks include descaling of toilet bowls, urinals, and showers, disinfecting all surfaces of partitions, stall doors, showers, and wall areas adjacent to wall mounted lavatories, urinals, and toilets. Cleaning of mirrors, removal of trash, sweeping and mopping floors, low dusting, and restocking of supplies as required. All Areas will be disinfected with germicidal detergent. 3.9 Drinking Fountains. The Contractor shall disinfect and polish metal surfaces, including the orifices and drains, so that after cleaning the entire drinking fountain shall be free from streaks, stains, spots, smudges, scale, and other obvious soil. 3.10 Break Areas. Tasks are to include wiping down tables and surfaces of appliances, removal of trash, and sweeping, mopping, or vacuuming of the floor areas as required. After cleaning there shall be no traces of food particles or food stains, smudges, water spots, or other foreign matter. 3.11 Glass Cleaning. Windows shall be washed, inside and outside, within two (2) weeks after award and two (2) weeks prior to the expiration of the contract as a minimum. The POC shall determine any other requirements during the period covered by this co ntract. After glass cleaning there shall be no traces of film, dirt, smudges, water, or other foreign matter. 3.12 Weight Room. Sanitize and wipe down gym equipment and mat flooring to remove dirt, grime, and dust. 3.13 Supplies. The Contractor shall restock the restrooms, break-rooms, and bedrooms so that supplies do not run out. The contractor shall in a timely manner provide the QAE with needed supplies or materials in writing so as to not diminish stock levels to zero. The QAE will be responsible for providing and the control of supplies or materials. 4.0 SCHEDULE OF TASKS 4.1 Period of Service and Hours of Operation. Service is to be performed between 7:00 a.m. and 3:00 p.m. Monday through Friday of each week. When a holiday falls on the day of service, the normal workday prior to the holiday will be the service date. F ederal Holidays will be a non-work day. 4.2 Goal Days. AATC Goal Days will be provided as scheduled and will be treated the same as a legal holiday. Work shall be performed the normal work day prior to the Goal Day unless otherwise directed. 4.3 Daily Cleaning Tasks. The daily cleaning tasks include the following: a. Trash Removal b. Mop Floors c. Carpet Cleaning for Reception Area, Hallways, Conference Room d. Rest Rooms e. Drinking Fountains f. Break Areas g. Sanitize Shower 4.4 Daily Cleaning Areas a. Kitchen b. Lounge 4.5 Twice Per Week Clean Areas a. All rooms/offices not listed b. Conference room c. Weight Room d. Reception Area 5.0 INSPECTION/ACCEPTANCE 5.1 Standards of Performance. The Contractors performance will be determined satisfactory when the task meets or exceeds the standards described herein. Should the services provided not conform with the contract requirements, the Government may require the Contractor to perform the services again in conformity with contract requirements, at no increase in contract amount. When defects in services cannot be corrected by re-performance, the Government may: (1) require the Contractor to take necessary action to ensure that future performance conforms to the contract requirements, and; (2) reduce the contract price to reflect the reduced value of the services performed. If the Contractor fails to promptly perform the services again or to take the necessary action to ensure future performance in conformity with contract requirements, the Government may: (1) by contract or otherwise, perform the services and charge to the Contractor any cost incurred by the Government that is directly related to the performance of such service, or; (2) terminate the contract for default. 5.2 Quality Control. The Contractor shall establish and maintain a complete Quality Control Plan to assure the requirements of the contract are provided as specified. Updated copies must be provided to the Contracting Officer as changes are incorporated. The plan shall describe the method(s) for identifying the quality of service performed before the level of performance becomes unacceptable. 5.3 Quality Assurance Surveillance Plan. The Government shall appoint in writing a Quality Assurance Evaluator (QAE). The Government will evaluate the Contractors performance in accordance with local procedures and will record all surveillance observati ons. Customer complaints shall be the initial indicator of unsatisfactory performance. When the QAE concurs with a customer complaint, the Contractors representative will initial the observation. 5.4 Performance Evaluation Meetings. The Contract Manager may be required to meet with the Quality Assurance Evaluator (QAE) and the Contracting Officer periodically to discuss the performance on this contract. 5.5 Conservation of Utilities. The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions which preclude the waste of utilities, including: (1) Lighting shall be used only in areas where and when work is actually being performed; (2) Mechanical equipment controls for heating, ventilation, and air conditioning systems shall not be adjusted by the workers; (3) Water faucets or valves shall be turned off when not in use. 5.6 Contractor Furnished Items and Services. The Contractor shall furnish all personnel, equipment, tools, transportation, materials, supervision, and other items and services necessary to perform the custodial services described in this contract. 5.7 Government Furnished Property. The Government will provide all expendable supplies, i.e. toilet paper, paper towels, trash bags, hand soap, wax, and floor stripping chemicals. Should these supplies not be available to the Contractor on any occasion, the Contractor shall be relieved of responsibility to re-supply that item as required by definition until such time as the item is furnished. (VII) Place of delivery is Air National Guard Air Reserve Test Center (AATC), Tucson, Arizona, 85706. The period of performance is 1 November 2006 thru 31 October 2007, 12 months. (VIII) FAR 52.212-1, Instructions to Offerors Commercial Items (Jan 2004), applies to this acquisition. In addition to written quotes, offerors are instructed to provide a capability statement describing qualifications to provide requirements listed at paragraphs V and VI above and provide previous contracts awarded for Janitorial Services as described in paragraph V. (IX) FAR 52.212-2, Evaluation -- Commercial Items (Jan 1999), applies to this acquisition. Paragraph A of this clause is completed as follows: 1) Price shall be used to evaluate quotes. (X) The offeror must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (May 2004). A copy of this provision is located at http://farsite.hill.af.mil/ (XI) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (Oct 2003), applies to this acquisition. (XII) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items (Jun 2004). (XIV) The Government intends to award a Firm Fixed Priced contract resulting from this solicitation. The place of destination of this pending contract is at the Air National Guard Air Reserve Test Center (AATC), Tucson, Arizona, 85706. (XV) Quotes are required to be received no later than 8:00 am PST, October 30, 2006. A site visit will held on 25 October 2006 at 9:00 a.m. and is recommended.
